The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

THE POSITION

The VP Office of Economic Growth and Innovation is an experienced leader who exhibits an entrepreneurial mindset that drives the OSC efforts to foster conditions for economic growth and innovation in Ontario’s capital markets.

The VP leads the development, implementation, and maintenance of a set of programs and processes that focus on facilitating economic growth and innovation by effectively engaging with a broad range of external stakeholders involved in capital raising for businesses in Ontario through various stages of business growth, including early-stage, and in innovation that supports thriving capital markets.

The VP also ensures that capital formation and innovation are inherently a foundation in OSC policy-making and broader OSC operational programs.

KEY DUTIES AND RESPONSIBILITIES

Be an innovative and strategic leader

Monitor capital formation trends and liquidity flow data points to identify regulatory opportunities to support economic growth and innovation

Devise and implement pilot programs to support novel capital formation methods, with focus on growing industries or underdeveloped segments of the finance ecosystem

Offer a robust and responsible test environment to support new and innovative financial products and services

Provide support to businesses in the pilot programs and test environments as they learn and evolve by facilitating new relationships among other ecosystem partners.

Assess opportunities for businesses and investors along the private-public continuum

Identify and recommend improvements to processes, procedures, programs and decision-making criteria at the OSC that will contribute to economic growth and innovation, and develop performance measures to evidence successful delivery of this work

Identify opportunities for research and work with the VP, Research on the design and execution of qualitative and quantitative research to support economic growth and innovation priorities.

Contribute effectively and cooperatively as a member of the OSC’s senior leadership team.

Develop and maintain strong external stakeholder relationships

Lead visible and impactful outreach that supports innovation and capital formation work and contributes to Ontario’s strength in innovation

Monitor innovation and economic growth initiatives and engage actively with innovation hubs and similar groups within relevant global regulatory organizations

Facilitate effective discussions between the OSC and external stakeholders to identify opportunities for the OSC to champion innovation,

Maintain a visible presence through media, stakeholder panels, domestic and international conferences.

Effectively manage the team

Lead and motivate a multi-disciplinary team providing guidance, advice, coaching and mentoring to achieve success

Manage talent to ensure effective succession management, recruitment, individual and team development, goal setting and performance management of staff

Ensure management is equipped to empower and foster a team of highly skilled professionals, setting goals and achievements with the team that align with both the OSC’s strategy and the team’s personal growth

Enhance the team’s effectiveness by recognizing and making the best use of diverse skills, experiences, abilities and talents that each employee brings to the team to achieve goals and ensure effective succession management

Be a collaborative partner with other OSC teams and regulatory partners

Engage regularly and productively within the Strategic Regulation Division, broadly across the OSC, and with national and international external stakeholders to collaborate on projects and initiatives, and to communicate and share ideas and updates

Take an integrated approach with others when addressing mutual or interdependent issues/concerns

Actively participates in developing and implementing organizational solutions for the common good of the OSC

Willingly share resources to aid cross-functional work and build synergies across the organization

QUALIFICATIONS

Executive-level experience in building an enterprise in an entrepreneurial, innovative or intrapreneurial setting; someone having led a significant team and business unit: vision, strategy, planning, budgeting, and management/operations

It would be a strong asset to have experience or deep knowledge in raising capital and/or investing capital through the angel investing, venture capital or private equity models

Proven leadership as an inspirational communicator in public and stakeholder outreach – ideally as a public interest advocate for economic growth and innovation

Stakeholder management experience – success in having achieved consensus among diverse stakeholders with widely varying perspectives

It would be an asset to have influenced or developed public policy and regulatory initiatives or to have an analytical / research perspective on capital markets regulator policy

MBA or post-graduate degree in a relevant field of study or a relevant undergraduate degree combined with significant experience
