Overview

:

The primary objective of this role is to manage the land resources necessary to develop and sustain the Lafarge cement operations across Western Canada and the Pacific Northwest. Key management duties include: the targeting and acquisition of new properties, negotiation of agreements, site and haul road planning and design, permitting / approval related activities, developing positive relationships with neighbors and communities, site reclamation and divestment, and documentation of land resources.

Responsibilities: 

Health & Safety:

Actively promote and participate in company safety programs, projects, and behavior Support the assessment of operational risks in accordance with local regulations and Lafarge Best Practices and support operational personnel in the implementations of safe mining techniques

Strategic Land & Resource Initiatives:

Assist VP, Logistics Director and Industrial Director in the development of strategic analysis and long-term land strategies for key market areas. Manage, in close coordination with the VP, Logistics Director and Industrial Director the acquisition process for new properties, including due diligence, valuation, negotiations and the CER process.  Manage, in close coordination with the VP, Logistics Director and Industrial Director the process of identifying and divesting surplus land with the intent of maximizing value to Lafarge, including the CDR process.

Agreements, Approvals & Permits:

Lead the negotiations with external third parties on securing and maintaining the necessary Agreements to develop and maintain our various businesses  Management of licenses and agreements, including lots across 40 sites located throughout 4 provinces and 3 states Manage the process of acquiring and maintaining land related licenses, approvals and permits for cement operational and logistic sites including material hauling, mining/reclamation, riparian, water, development permit process, area structure plans and zoning bylaw issues Manage the leasing of Lafarge land assets to third parties to maximize income and limit liabilities.

Land & Resource Best Practices:

Working with the operations and logistics to manage the development of effective site development plans for the life of the operation Coordinate with the Land Management representatives across Western Canada as appropriate on reserve quantification, mining and reclamation activities.  Develop, manage and maintain consistent relationships with key politicians, landowners, neighbours, key decision makers in governmental agencies, local organizations, and community groups to ensure Lafarge’s role as the leader in the industry Monitor compliance with existing permits and lead the business in the use of Best Practices Comply with reporting requirements of Lafarge Group, Region and regulatory agencies in respect to land and reserves. Provide day to day technical support on the effective site development and operation.

Records & Data Management:

Ensure that all land and resource documents are properly kept and the data timely and communicated as required. Support the ongoing development and management of the Land Information System (LIS).

Relationships with Others Jobs:

Reports to the VP Cement, Sales and Logistics Manages land personnel who may be employed from time to time to facilitate land monitoring activities Work closely with the various managers and their teams Supports the VP, Director of Logistics and Industrial Director on land issues for Cement across Western Canada and the PNW. Collaborates with business partners. Works closely with other land staff to ensure consistent and effective management of land resources and optimize support to meet changing operational needs.

Specific Accountabilities:

Negotiation and management of all necessary Land and Resource Agreements  Management of all land and resource permit / approval related activities. Develop and maintain positive relationships with Lafarge leadership, landowners, neighbours, communities and regulators  Compliance with Lafarge and local, provincial and federal and state government reporting requirements. Management of mining / reclamation permitting activities within the area. Mentoring of others  Management of both acquisitions and dispositions, of both fee simple and leased interests, including legal processes relating to the acquisition or disposition. Accuracy and documentation of local Land and Resource Information

Dimensions:

Manage Lafarge land assets for the cement product line across WCAN and the PNW Assist the VP, Director of Logistics and Industrial Director in the targeting and acquisition of new properties throughout the region. Assist in strategic planning as required.

Qualifications: 

Education and Work Experience:

University Degree / College Diploma or equivalent experience  5+ years of work history in the management of land resources or municipal government, including experience in local land regulations, provincial, state and local permitting, property sale/purchase, due diligence, contracts, and water rights. Experience in community relations and giving public presentations to a variety of audiences.  Knowledge of and experience in interpreting rules, laws, agreements, and contracts related to property issues, real estate matters, building & zoning, water rights, reclamation, and associated issues. Experience in managing consultant services, including preparing scope of services and maintaining schedules.

Knowledge & Skills:

Possess a working knowledge of municipal government Knowledge in land use/development permit principles, real estate management, water rights, geology, wetlands  Solid project management skills with ability to set priorities and complete multiple tasks in accordance with deadlines. Strong written and verbal communication skills Works well on teams – demonstrates leadership ability Strong attention to detail Ability to represent Lafarge at community meetings, government functions, and to local trade associations.  Must be willing to occasionally work evenings to attend hearings and meetings Strong independent problem solving and analytical skills.  Excellent people management skills: ability to develop effective internal and external relations. Disciplined and process-oriented.
