Salary range for the position is $86,398 to $124,197. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:
The Knowledge Facilitator, Vulnerable or Incapable Adults will contribute to the development of knowledge and skills in the application of adult guardianship, health and care facility consent, public guardian and trustee, patient property, mental health, or other legislation and policy in the area of adult guardianship. The Knowledge Facilitator assumes the role of consultant to clinical teams, with a primary focus on interpreting legislation and supporting the clinical team in the application of legislation in the area of adult guardianship. The Knowledge Facilitator provides leadership in the application of adult guardianship processes and the designated agency mandate to protect vulnerable adults from abuse and neglect and through knowledge of legislative standards and evidence-based practices.

Reporting to the Director, Patient Safety, the Knowledge Facilitator is responsible for supporting clinical teams in the application of legislation and policy. The Knowledge Facilitator collaborates with all members of the healthcare team and provides expert advice in the application of various legislations and policy.

In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

•Integrates principles of person and family-centered care into policies and tools to support care decisions made for vulnerable or incapable adults.

•Contributes to the evolving healthcare system by providing leadership in understanding the broader view of health in its application of legislation and policy for the protection of vulnerable adults.
•Represents Interior Health (IH) on various internal and external committees as necessary.
•Establishes a climate of shared accountability in the management and investigation of events associated with vulnerable or incapable adults.
• Offers guidance of matters of health care consent, care facility consent, the authority of representatives, power of attorneys and temporary substitute-decision makers.
•Works closely with internal partners to ensure compliance with legislation governing vulnerable or incapable adults, including but not limited to the Adult Guardianship Act, Patient Property Act, Power of Attorney Act, Representation Agreement Act, Health Care (Consent) and Care Facility (Admission) Act, Mental Health Act, and the Public Guardian and Trustee Act.
•Collaborates with internal and external partners in the development, implementation, and evaluation of programs, guidelines, and services in the support of vulnerable or incapable adults by sharing knowledge, use of community engagement or community development principles, and incorporating current evidence.
•Coordinate Interior Health process for appointment of Statutory Property Guardianship under the Part 2.1 of the Adult Guardianship Act.
•Develops and monitors relevant policies and procedures with input from internal and external partners.
•Maintains currency in relation to relevant legislation and participates in provincial, national, or international consultation processes.
•Develops and maintains a centralized information storage system for the collection of adult abuse and neglect reports, investigations, certificates of incapacity, statistical data and documents and monitors staff completion of required training and designation to respond.
•Creates briefs and reports on data, patterns and trends, education, issues, and legislative compliance to various groups and committees as required.
•Leads Interior Health responses to inquiries from provincial authorities such as the Ombudsperson, Human Rights Commissioner, Seniors Advocate, Ministry of Health, Ministry of Justice, and others.
•Ensures timely response to reports of abuse, neglect or self-neglect made by the public.

Clinical Practice
•Influences clinical practice by participating in client care advocacy issues directed towards improving practice and the quality of client care.
•Provides consultation to primary care providers, community groups, and other service providers in the area of vulnerable adults. Works collaboratively with directors, managers, educators, and primary care staff across service delivery sectors and disciplines in the delivery of care.
•Works collaboratively with other experts in the adult guardianship industry to positively influence change in clinical practice and in the provision of care to achieve social justice for adults who are vulnerable to adult abuse or neglect or who are incapable of making decisions.
•Plans and implements programs that ensure a fair and just application of legislation through interdisciplinary consultation and collaboration.
•Enhances clinical practice through collaboration with other agencies, regions, and the interdisciplinary team. Identifies and makes recommendations regarding continuous quality improvement initiatives in order to meet or exceed defined standards of care.
•Collaborates with clinical teams to support clients and families to manage their own care by teaching, recommending, advocating, intervening when appropriate, and negotiating a plan of care that embraces traditional, complementary, and cultural care according to the wishes of the clients or families.

Research
•Carries out and participates in clinical research through application of the research process by conducting, disseminating, and publishing research to improve the quality of client care and influence standards of practice within the industry.
•Integrates research and best practice into service delivery and participates in the development of outcome measures that will improve quality of life and care.

Education
•Develops and maintains an environment that values and promotes continuous learning by planning, developing, and evaluating programs and coordinates delivery of programs in collaboration with relevant partners.
•Articulates and disseminates clinical knowledge through formal and informal methods to all members of the healthcare team, clients, their families, groups, and communities.
