Position Summary

:

Reporting to the Director, Clinical Affairs, the Manager Education and Clinical Simulation (MECS) is primarily responsible for the development, implementation and ongoing oversight of all Paramedic/Clinician and related corporate education initiatives and strategy - including Critical Care Paramedic initial education, Registered Nurse training programs (Flight RN, Mental Health Team), the Simulation Centres, components of the Ministry of Health Base Hospital Review and Accreditation (Equal).

Working closely with the Director, Clinical Affairs, and Associate Medical Officer(s), under the guidance from the Medical Advisory Committee and Chief Medical Officer, the MECS leads and directs process and education activities that align with organizational strategic propellers and processes that aim to achieve the best possible patient outcomes in transport. The MECS is accountable for working alongside the Manager, Program Design and Evaluation, and operationalizing program evaluation methods, ensuring quality and efficiency in program delivery in this portfolio.

Overseeing the broader education team, including Program Lead - Initial Education, Faculty Educators, Simulation Specialists, and administrative staff, the MECS will have complete oversight, including the planning, scheduling, development, implementation and financial oversight of all clinician initial education programs, and simulation program (including all training equipment) at Ornge. The MECS will leverage their, clinical expertise and system level knowledge to coordinate and integrate the delivery of education programs into the broader organizations performance. The MECS will support and contribute to the organization’s production of primary research, while collaborating with the Manager, Program Design and Evaluation and Manager, Clinical Performance and Patient Safety to deliver data driven programs.

The MECS monitors, documents and reports the results of education efforts and ongoing projects to Ornge senior management during corporate-wide quality meetings (such as Medical Advisory Committee).

Responsibilities:

Administrative, Leadership and Human Resources:

Plans,directsandco-ordinates theoveralloperationsof all paramedic educational and development programs (both Clinical and Organizational)andmaintainssystemsthatare congruentwithcontractualobligations and corporate policies. Formulatesandimplementsdepartmentalandorganizational policiesandprocedurestomaximize efficiencyandsupportorganizationalgoals. Planstheuseof education humanresources. Organizesrecruitment andplacementofrequiredstaff.Establishes organizational structures.Delegatestasksandaccountabilities.Establishesworkschedules.Supervises staff.Monitors,mentorsandevaluatesperformance. Monitors,andworkstoimprovetheefficiencyofsupportservicessuchas, but not limited to, IT,HR,Finance.Facilitates coordinationandcommunicationbetweensupportfunctions. Analyzes and oversees educational finance planning, both operational budget and capital budget. Leads the Simulation Program within Clinical Education, including but not limited to management of simulation facilities – including financial responsibilities (capital and operating budget requirements), preventative maintenance and asset management of simulation equipment, and scheduling of simulation staff and rooms across the provincial simulation network.

Initial Education – Critical Care, Flight-RN, MHT and Aeromedical Training:

Is primarily responsible for the oversight of the Program Lead – Initial Education, overseeing Critical Care Program, and Faculty Educator (RN Programs). In collaboration with the entire Clinical Affairs team, the Manager will use an evidence informed approach to provide vision and directional leadership to all education programming, including strategic planning for future education growth and delivery. Ongoing project management of all educational programs, including oversight of the Flight-RN and MOH Aeromedical Theory Programs. Works extensively in collaboration with the Manager, Program Design and Evaluation and the Faculty Educator teamto develop systems to monitor student performance and provide data driven insights intended to influence behaviours and outcomes. Directly and indirectly evaluates paramedic learners and supports the development and delivery of remediation and reintegration development plans as required. Work alongside the Clinical Affairs team to coordinate and operationalize Prior Learning Assessment (PLAR) plans, to ensure timely and efficient pathways to certification.

Paramedic Operations:

In collaboration with Ornge Chief Paramedic, oversees the clinical tasks of both Paramedic Clinical Practice Leads (CPLs) and Paramedic Practice Mentors (PPMs). Aligns all Clinical Affairs processes with other departments, such as Workforce Planning, to ensure efficient clinician education, training and development. In collaboration with Operations and Human Resources, oversees all clinical and organizational training required for Paramedic/Clinician orientation. Organizes the design and implementation of all Operational or Corporate training required for Paramedics or other Ornge staff.

Accreditation:

Supervising the Program Lead – Initial Education, the Manager oversees and supports national accreditation for the Critical Care Program (Equal). Reports, assesses, modifies, monitors, communicates and evaluates indicators/reports. Analyze current state and provide direction and support systems’ improvements to meet patient/accreditation needs. In collaboration with Manager of Clinical Performance and Patient Safety, maintain accountability for educational components of the MOH Base Hospital Review, and Ornge’s exemplary status in Accreditation (Accreditation Canada), on an ongoing basis. Works towards future plans to ensure Accreditation of Ornge Simulation Program.

Qualifications:

Completion of a Critical Care Paramedic (CCP) training program or related Acute Regulated Healthcare Professional training (MD, RN. RRT) - required due to need to have overall expertise in the field, providing vision and leadership to the overall direction of clinician education and development, with a minimum of five years of independent practice in a related health care field (Paramedic, Nursing, Respiratory Therapy);Bachelor’s degree in related field; Demonstrated knowledge and significant experience in the design, development and delivery of related education programsutilizing various delivery tools or environments, maintaining industry best practices - ideally related to prehospital, transport medicine, or healthcare, including simulation; Master’s degree in related field; Project Management training (preferred), withexperience in formal project management; Formal Training in Adult Education, or Healthcare Simulation (preferred), with 5 years’ educational experience in teaching health professionals; Leadership/mentorship/business training; 5 years’ experience in a supervisory/management position within health professional fields, with significant experience in mentorship and team building; Experience in the Air Ambulance/Ambulance Service industry (Service Operators, or Base Hospitals); Licensed/Authorized Critical Care Paramedic (preferred), or other Acute/Critical Care designation (Paramedic, RN, RRT, etc), along with continued clinical work; Knowledge of the ambulance system in the Province of Ontario; specifically, the relationships between the MOH and Base Hospitals, and paramedic maintenance of certification; Specific designations related to portfolio assignments (PMP, CPSO); Knowledge and experience with development/mentorship related to health care professionals; Healthcare CQI experience would be an asset; Experience in teaching health professionals or within an Ontario Base Hospital as an educator/CQI would be an asset; Specific education and experience in adult education, or health care simulation education.
