Planning and Design Coordinator, Rapid Transit

POSITION PURPOSE This position is responsible is for oversight of Regional interests for rapid transit projects delivered by the Region or other agencies, including the Yonge North Subway Extension (YNSE), light rail transit and bus rapid transit projects through coordinating and assisting with the statutory processes, planning, preliminary design, specialist investigations and impact assessments involved in environmental assessments. Also responsible for assisting with the review, design and preparation of contract drawings, tender documents, specifications and estimates for road construction projects, and assisting with the tendering, award, and management of projects during construction.

MAJOR RESPONSIBILITIES

• Reviews transportation studies for rapid transit projects and provides comments, background information, data, and analysis.
• Assists in leading and coordinating review of environmental assessment studies including preparation of the needs and justification, public consultation, transportation analysis, assessment of alternatives, compliance monitoring, and preparation and review of documentation as required.
• Assists with designing, reviewing, and preparing drawings and contract documents. 
• Reviews and provides comments on preliminary and detailed designs, tenders, specifications, and documents prepared by external partners and prepares cost sharing estimates.
• Prepares, reviews, and evaluates preliminary design alternatives and recommends options.
• Prepares and reviews design cross-sections from survey data. 
• Prepares and reviews plans, sketches, posters, graphs and maps for presentations.
• Reviews and provides comments on engineering plans for development and utility approval.
• Assists in overseeing the work of consultants and ensuring that work meets contract requirements.
• Prepares project plans and obtains necessary approvals.
• Prepares detailed estimates of project costs for use in preparation of annual budget.
• Carries out site inspections to ensure accuracy of base plans and for special detail design situations.
• Coordinates activities of several ongoing projects under the direction of the management.
• Liaises with consultants, contractors, public, Regional staff, outside agencies and other partners.
• Assists in leading and reviewing environmental assessment consultation activities. 
• Responds to inquiries and resolves concerns, as appropriate.
• Ensures that services provided meet Regional customer service standards.
• Participates on committees, work groups, task forces and special projects, as assigned.
• Manages information in accordance with legislation and corporate standards.
• Performs other duties as assigned, in accordance with Branch and Department objectives.

QUALIFICATIONS

• Successful completion of a Community College Diploma in Civil Engineering or related field or approved equivalent combination of education and experience. 

• Experience with undertaking stakeholder and public consultation activities and study documentation, as required.
• Proven experience in dealing with budgets and schedules and dealing with technical and financial data to find solutions to complex issues and challenges.
• Knowledge of fundamental aspects of road/rapid transit design, surveying, and survey applications.
• Familiarity with relevant legislation and standards.
• Knowledge of transportation planning, traffic engineering and road design and construction fundamentals, as well as guidelines and standards.
• Demonstrated ability in the Region’s core competencies.
• Advanced MS Office Suite skills and the use of virtual platform. As well as demonstrated experience with the application of specialized software relevant to the technical specialty.
• Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
• Ability to develop creative and innovative solutions to solve complex problems.
• Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
• Ability to work outside regular business hours as required.
