Working closely with the NRC Senior Ethics Officer, and reporting to the Manager, Values and Ethics, the Senior Advisor, Conflict of Interest will be responsible for providing guidance, services and specialized expertise in the field of Conflict of Interest and Ethical Decision Making to employees and managers of NRC, in order to establish, maintain and enable an ethical and productive work environment within the organization and increase individual and organizational conflict of interest management and analysis competency.

NRC managers and employees may seek conflict of interest and ethical decision making services and assistance in a variety of workplace situations including:

Advice and guidance regarding values and ethics, conflict of interest, and post-employment when situations arise between employees (including managers) of the organization, or between employees of the organization and external stakeholders, partners or clients.  The prevention of real, apparent or potential conflict of interest situations that could develop as a result of planned or unforeseen circumstances, major changes, events or other pressures. The management of issues and risks related to ethical dilemmas, gifts, hospitality, political activities, and other matters related to conflict of interest and post-employment, including ethical risk analysis within teams or larger elements of the organization. The management of apparent or perceived systemic issues related to conflict of interest within teams or larger elements of the organization. Administration of NRC’s Conflict of Interest declaration process. Regular briefings on statistics to management. Training and awareness across the organization on conflict of interest.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

A University degree which may include social science (business, psychology, law, economics, ethics), human resources management, labour relations or organizational development.


Post-graduate training in field(s) relevant to the position may be considered an asset.


Additional training or certification in a values and ethics related field.

Experience

Experience managing a significant caseload of conflict of interest and post-employment cases or other types of human resources case files (performance managment, complaints managment, workplace accomodations, harassment, grievances, etc.) that would be considered complex cases requiring in-depth research, analysis and consultation with various stakeholders and management, including senior management. Experience writing reports and briefing materials related to conflict of interest and post-employment situations. Experience providing updates and briefings to Senior-Management regarding on-going files. Experience in the design and delivery of training and awareness sessions. Significant** experience providing advice, guidance and recommendations on complex cases to employees and management. Experience in the design and implementation of a departmental program is considered an asset. Experience in the management and/or provision of advice and guidance related to political activities is considered an asset.  Experience in working for an organizational values and ethics program is considered an asset.

*Significant experience means at least five years.

Technical Competencies

Knowledge of the NRC, and its mandate, programs and awareness of its particular conflict of interest considerations.  Knowledge of policy and practices related to the Government of Canada Values and Ethics Code for the Public Sector and the NRC Code of Conduct, and the NRC Policy on Conflict of Interest. Ability to analyze complex information and manage complex cases. Ability to build and deliver presentations and training sessions. Ability to compose and edit sensitive written information.

Compensation

From $108,489 to $121,149 per annum. 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
