Reporting to the Senior Director, Global Procurement and Environmental Programs (the “Manager”), the Procurement Advisor delivers procurement and contracting services for clients at Destination Canada (DC).

We are seeking a proactive and strategic Procurement Advisor to enhance our procurement operations. In this role, you will develop and implement optimal procurement strategies that align with organizational goals. Responsibilities include comprehensive managing supplier relations, strategic sourcing and collaborating with internal stakeholders.

DUTIES: Working under the leadership of the Manager, the Procurement Advisor will deliver a broad range of procurement and contracting services throughout all phases of competitive bidding and contract negotiation for clients within Destination Canada. Duties will include providing advice and recommendations, developing strategies, advising on scopes of work and evaluation criteria for competitive bids, negotiating agreements, contributing to procurement policies, procedures, preparing reports on the procurement function, training clients, and other projects as assigned.

Core responsibilities include:

  • Delivers and controls a broad range of procurement and contracting activities throughout all phases of a contract/agreement ( solicitation documentation, bid proposals, bid evaluations; contractual documentation, compliance monitoring, conflict resolution, procurement) and associated training services for assigned client groups
  • Provides advice and recommendations to DC staff and management ( negotiates and administers the supply requirements of assigned contracts and leads complex and major procurement and contract transactions including contractual requirements stemming from partnership agreements between DC and other stakeholders and partners in Canada’s tourism sector including both domestic and international issues).
  • Represents DC and negotiates and obtains agreement with suppliers, other government departments, other levels of government, international offices and other stakeholders, partners and clients on the administration of procurement and contractual transactions.
  • Contributes to the development of, and provides input or advice on procurement and contracting strategies, policies, procedures and systems governing the delivery of services
  • Provides procurement services that are not always standard in nature requiring thoughtful consideration rather than rigid adherence to established processes.  

Essential Qualifications

EDUCATION: Degree or certificate from a recognized institute in Supply Chain Management, Legal administrative support or an acceptable combination of education, training and experience.  

EXPERIENCE: When applying, the candidate must clearly demonstrate in writing how they meet the following experience criteria:

  • At least 5 years of relevant experience.
  • Recent hands-on experience in a procurement setting, including contract negotiation for service agreements.
  • Proficiency in using procurement-related ERP systems such as SAP Business ByDesign, JD Edwards, Oracle, SAP, or PeopleSoft.
  • Track record of offering guidance and making recommendations on procurement, contracting, and supplier management matters.
  • Demonstrated experience collaborating within multi-functional project teams, providing specialized procurement insights.
  • Exposure to public procurement processes, an asset

KNOWLEDGE OF:

  • Knowledge of the latest trends in contracting and procurement for both private and public sectors.
  • Understanding of contract law, negotiation techniques, and contract management practices.
  • Proficiency in cost analysis, including contracting costing principles, cost-benefit analysis, and risk analysis.
  • Skills in market research, analysis methods, and knowledge of financial and administrative policies.
  • Experience with consultation, mediation, and conflict resolution techniques.
  • Expertise in customer service standards, training practices, and RFx processes, including drafting and bid evaluations.

  • Strong communication skills, both verbal and written, and exceptional interpersonal relationship management.
  • Self-motivated with the ability to prioritize and manage multiple tasks efficiently under strict deadlines.
  • Skilled in resolving contracting and procurement issues with a strong customer service orientation.
  • Demonstrated ability to develop and implement effective procurement strategies, including regulatory compliance and risk management.
  • Experienced in negotiating and managing complex contracts, with advanced proficiency in SAP, data analytics, and financial reporting.
  • Exceptional analytical and decision-making skills, committed to professional development and staying updated with industry trends.
