The City of Oshawa is located on Lake Ontario, approximately 60 kilometres east of downtown Toronto and is the largest municipality within Durham Region (by population). Oshawa's strategic location makes it a key hub for transportation and economic activity, particularly along Ontario's Highway 401.
With historic roots in manufacturing, Oshawa’s economy has rapidly diversified into a hub for healthcare and education. As a dynamic urban city, Oshawa is host to 30,000 students at campuses across Ontario Tech University, Durham College, Trent University Durham GTA, and the Queen’s University Lakeridge Health MD Family Medicine Program. Oshawa offers 1.2 million workers within a 45-minute commute and is the location of Northwood Business Park—a new 500-acre parcel of employment land with rapid development approval timelines. The city offers world-class research assets, an executive airport, deep seaport, rail spur access and two new GO Train stations underway to accommodate the growth of $1.5 billion in record-breaking building permits for 2022 and 2023.
Reporting to the Commissioner, Corporate and Finance Services, the Chief People & Culture Officer is a key member of the senior leadership team, providing strategic advice and guidance on all people, organization culture, diversity, equity and reconciliation (DER) related matters at the City. This role is responsible for all aspects of human resources, including labour relations, organizational development, talent management, total rewards, health, wellness, safety, learning, internal communications and the equity, accessibility, reconciliation and Teaching Cities portfolio.
The Chief People & Culture Officer is accountable for strategies, policies and programs that further the City’s HR and DER initiatives, ensure legislative compliance, education and inspire meaningful change to foster an engaged and diverse workforce that delivers exceptional spaces and experiences to the community. The Chief People and Culture Officer applies a people focused and DER framework to corporate decision making and models the City of Oshawa’s core values of Authenticity, Courage and Trust, to work collaboratively in shaping corporate culture through strategies that will enhance the employee and community experience.
The successful candidate will bring a minimum of 10 years progressive public sector HR experience, a strong knowledge of all facets of day-to-day HR operations with a proven track record of executing HR and DER short and long-term strategic plans and initiatives.
This inspiring leader will have a deep commitment to enhancing employee culture, advancing reconciliation, equity, diversity, accessibility and inclusion in all its forms. A skilled mediator, relationship builder and strategic leader, the Chief People and Culture Officer will have experience leading organizational change in a multi-unionized environment.They bring a passion for public service and a values-based leadership approach, which reflects the high level of integrity, trustworthiness and ethical conduct required.
