Duties

The Delegations Manager (STREAM A) is responsible for:
Planning, coordinating and supervising staff in the implementation and maintenance of Ministerial Delegation to Industry as per AWM and to NAC staff
Providing advice to Transport Canada staff, other government departments, delegates, the aviation industry, associations, international airworthiness organizations and the public on the application of regulations, standards, policies and procedures related to the processes governing aeronautical product design approval.
Providing support and advice to the Delegation and Surveillance Division in the review of Ministerial delegates documented processes for design approval of aeronautical products.
Supports the evolution of the regulatory framework by participating in international and domestic committees and working groups and by providing leadership and direction for the evolution of processes and policies governing the design approval of aeronautical products.

The Oversight Manager (STREAM B) is responsible for:
Planning, coordinating and supervising staff in the implementation and maintenance of surveillance and oversight activities of Ministers Delegates in Industry and Canadian Aviation Regulation (CAR) Division VIII certificate holders.
Providing advice to Transport Canada staff, other government departments, delegates, the aviation industry, associations, international airworthiness organizations and the public on the application of regulations, standards, policies and procedures related to the processes governing aeronautical product design approval.
Supports the evolution of the regulatory framework by participating in international and domestic committees and working groups and by providing leadership and direction for the evolution of processes and policies governing the design approval of aeronautical products.

Work environment

National Aircraft Certification is located at Cleopatra Drive in Ottawa, Ontario. A hybrid work policy is currently in place at Transport Canada.

National Aircraft Certification (NAC) establishes and regulates standards for aeronautical products designed and operated in Canada, and guides the aerospace industry with respect to certification in highly technical fields such as:
aircraft design, structures, avionics;
electrical and mechanical systems;
power plants;
equipment;
engineering flight tests.

NAC is responsible for approving new and modified aeronautical products built or operated in Canada by:
reviewing and verifying design and performance data;
supervising and performing ground and flight tests;
awarding Transport Canada Type Certificates;
continuing airworthiness of aeronautical products.

The Delegations, Surveillance and Quality Division works in collaboration with Industry and other Divisions within NAC to administer the following programs. The ability to work independently as well as teams is required on a daily basis. The ability to manage multiple projects simultaneously requires individuals to be highly organized, and able to deal with potentially challenging situations.

Intent of the process

The intent of this process is to staff 2 positions on an indeterminate basis, one Delegations Manager and one Oversight Manager. A pool of qualified candidates may be established to staff similar or identical positions in the future at Transport Canada.

EDUCATION:

ED: Graduation with a degree from a recognized post-secondary institution in an engineering specialty relevant to the duties of the position.

OR

OCCUPATIONAL CERTIFICATION:

OC: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Note: Candidates will be asked to provide proof of education or eligibility for certification.

Experience

FOR BOTH STREAMS:

EX1: Significant* experience in the design, development, test, evaluation or certification of aircraft, aircraft engines or other aeronautical products.
EX2: Experience in applying type certificate or supplemental type certificate level regulations in the field of civil aviation regulatory design standards. For example, the application of the Canadian Airworthiness Manual or CAR , or U.S. 14 CFR Parts 21 through 39, EASA Part 21 and aircraft Certification Specifications, or other civil equivalents.
EX3: Experience in project management.

*Significant: Candidate has performed complex activities related to this task in a wide variety of situations.

Experience

FOR BOTH STREAMS:

AEX1: Experience managing staff in a technical environment.
AEX2: Experience leading facilitation to resolve disagreements among stakeholders.
AEX3: Experience in one or more of the following areas, relevant to the position being staffed:
Fixed Wing-General Aviation
Fixed Wing-Large Commercial Transport
Fixed Wing-Executive Transport
Powerplants/Aircraft Appliances/Supplemental Type Certificates
Rotorcraft/Airships/Balloons

Bilingual - Non Imperative (BBB/BBB)

Knowledge

FOR BOTH STREAMS:

K1: Knowledge of civil type certification regulations, policies and procedures related to civil approval of Canadian and Foreign state of design aircraft.
K2: Knowledge of engineering principles and current technology related to aeronautical products.
K3: Knowledge of the principles and practices of project management in a matrix environment.
