Project Overview:

Bechtel along with its sub vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.

Job Summary:

The Tunnel and Portal Field Specialist is one of two Field Specialists responsible for overseeing the construction of the Exhibition Portal, South Civil tunnels, Emergency Service Buildings (ESBs) and Emergency Exit Buildings (EEBs). The Exhibition Portal will be constructed first, thereafter, the two TBMs will be launched and tunnelling will commence. The South Civil Tunnels are 7km of twin-bored tunnels running east-west under downtown Toronto passing through the caverns of six underground stations. The ESBs and EEBs will be constructed in parallel with the tunnelling. The Exhibition Portal is to be constructed adjacent to live rail tracks operated by GO-Transit. Therefore, the works must be carried out in strict compliance with rail safety, asset protection and standards as described by local rail regulations. The Exhibition Portal and the surrounding area is important to many stakeholders including the rail operator, passengers, local community and businesses. The nearby Exhibition Place is Canada's largest entertainment and business events venue, attracting over 5.5 million visitors per year. These stakeholders need care, consideration and communications.

 

The Tunnel and Portal Field Specialist will report to the Tunnel and Portal Project Manager.

Major Responsibilities:
  • Overseeing the South Civil Contractor’s works at the tunnels and portal, emergency exit buildings and emergency service buildings, being the DP representative on site.
  • Maintaining high quality daily records of observations and other information gathered including site personnel, materials, equipment, work completed (installed quantities) and issues.
  • Reviewing deliverables and other submittals prepared by the South Civil Contractor’s related to construction or construction support for the tunnels and portal, emergency exit buildings and emergency service buildings.
  • Identifying non-conformances or other items that require addressing to benefit the project. Specific focus on Inspection and Test Plans (IPTs).
  • Overseeing that the South Civil contractor’s works at the tunnels and portal, emergency exit buildings and emergency service buildings are in accordance with the contract in terms of health, safety, environment, quality, schedule and cost performance. Identifying and reporting any non-conformances. Specific focus on witness and hold points identified in ITPs.
  • Reporting progress, identifying risks, highlighting emerging issues and escalating to the Tunnel and Portal Project Manager.
  • Providing input to and participating in plans and actions to address non-conformances, avoid or mitigate risks and mitigate emerging issues.
  • Engaging discipline leads for subject matter expertise in health & safety, environment, quality, contracts, project controls and interfaces, implementing direction provided.
  • Building relationships with the South Civil Contractor’s site team.
  • Validating progress reports and other data prepared by the DP and South Civil Contractor against own observations and records.
  • Providing input to the DP progress reports for the tunnels and portal, emergency exit buildings and emergency service buildings.
Education and Experience Requirements:

 

  • Required bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
  • Experience of working on infrastructure mega-projects, preferably rail projects in urban areas.

 

Required Knowledge and Skills:

 

  • Previously held construction supervision role(s) with responsibility for construction of infrastructure of similar scope, size and complexity to a station on a metro project.
  • Good relationship building and communication skills (verbal and written).
  • Fluent in using Microsoft Word, Excel and PowerPoint.
  • Demonstrated commitment to Environment, Safety and Health (ES&H).
  • Demonstrated commitment to Zero Accident safety program.
