JOB SUMMARY

The IPAC (Infection Prevention and Control) Manager will work closely with all teams and programs and act as a subject matter expert on all IPAC matters. The Manager will be an IPAC champion, develop policies and standards operating procedures, assess IPAC risk and provide appropriate mitigation strategies. In addition, the Manager will assist in the development of training and outbreak protocols to ensure IPAC requirements and improvement objectives are met. As a Clinical Manager, the role will work collaboratively with the Leadership Team to support operational needs as they relate to our core business of patient care.

DUTIES AND RESPONSIBILITIES:

Act as the ICS (Integrated Care Solutions) IPAC Liaison during the development and implementation of NSC Clinical Quality and Corporate Health and Safety policies, processes, standards, and education. Drive execution of IPAC initiatives across ICS in line with Bayshore’s Clinical Quality and Corporate Health and Safety teams. Liaise with various Public Health Units, Hospital IPAC teams and Clinical Managers to assess, identify and implement corrective actions required to overcome potential deficiencies. Convene the Outbreak Management Team (OMT) at the onset of an outbreak and regularly throughout an outbreak. Provide timely update to senior management team regarding infection control issues, updates, and recommendations to assess organizational response. Perform outbreak preparedness audit during outbreaks and on a quarterly basis to assess facility’s readiness. Support Clinical Managers during outbreaks, ensuring control measures are in place to prevent further spread. Conduct ongoing monitoring, surveillance, and reporting of healthcare-associated infections. Analyze data trends to identify areas for improvement and implement corrective actions. Conduct infectious disease surveillance of the client population and respond to surveillance findings. Regularly audit staff practices to monitor IPAC procedures, utilizing results to assess program effectiveness. Review surveillance information monthly to detect trends, reducing infection incidence and outbreaks. Implement continuous quality improvement activities related to infection rates and IPAC activities. Conduct training sessions for staff on infection prevention and control practices on an annual basis and as needed in the form of a refresher. Oversee the delivery of IPAC education to all staff, caregivers, volunteers, visitors, and clients. Organize regular educational programs to keep staff informed about the latest developments in infection prevention and control. Sustain an IPAC Championship Program emphasizing peer-supported education delivery and auditing. Coordinating immunization program for both staff and clients in accordance with latest guidelines. Collaborate with healthcare partners to create vaccine awareness through campaigns. Review screening outcomes of staff, visitors and clients and implement action plans. Facilitate timely immunization for clients and staff against influenza and COVID. Ensure that the unit is prepared for cold chain inspection and provide education on vaccine handling and storage. Assess and regulate the frequency of cleaning and disinfection activities based on risk stratification. Manage inventory to guarantee the use of healthcare-approved products with proven efficacy against specific infectious agents. Ensure organizational policies related to environmental cleaning, laundry and linen, and waste management are up to date. Oversee the process for waste management including storage, transport, handling, and disposal. Offer insights and recommendations on preventative measures essential for minimizing the risk of infectious agent transmission during expansion projects. Conduct in-person IPAC assessments in collaboration with the National IPAC Lead. Apply Health and Safety legislation and requirements to workplace settings, complete compliance audits and inspections and develop action plans for remediation. Provide IPAC education and training to ICS Clinical Managers when required. Work with Clinical Managers to identify hazards, conduct risk assessments, and assist in implementation of appropriate measures for risk mitigation. Maintains confidentiality of client and corporate information and discusses same only with appropriate Bayshore personnel. Serve as the on call and onsite manager as required. Registered Nurse onsite on an as needed basis to support 24-hour business operations. Oversees the clinical operations of the unit and supports field staff to ensure that patient assessments, care plans, goals, treatments, and subsequent follow ups are carried out and ensure staff have the tools, resources, and skills to carry out their duties appropriately. Work with Director of clinical Management and/or Area Director to ensure the integration of patient satisfaction initiatives; ensure that all patient concerns and complaints are satisfactorily addressed and documented in a timely manner. Assist with human resources with respect to recruitment and selection, unit orientation and training, discipline, and the probationary/annual performance review of field staff. Liaise with Human Resources and assist with the implementation of Modified Work Programs for field staff. Perform other duties as assigned.

Job Qualification

Education

Bachelor’s degree or equivalent combination of training and experience in a health-related field. IPAC Certification from an accredited program

Experience

Minimum of 5 years’ IPAC experience in a healthcare environment.
