Responsible for organizing and coordinating planning activities for the design, implementation and maintenance of a multi-year Business Continuity Planning cycle for infrastructure strategy and Annual Operating Plan to enable alignment to business priorities, efficiency, cost savings, risk mitigation, resiliency and the overall improved time to market.

Here is what you will be doing:  

Plans, organizes, and coordinates technology continuity planning activities for the design, implementation and maintenance of a multi-year Infrastructure Strategy Cycle and annual Operating Plan Cycle to enable alignment to business priorities, efficiency, cost savings, risk mitigation and improved time to market. This includes but not limited to Capacity Management, Network Currency, Technology and Security Controls (e.g., Risks, Roadmaps, Dashboards), and development, validation and maintenance of Business Continuity and Disaster Recovery (BC/DR) Plans (e.g., BC/DR Policy, BC/DR Standards, BC/DR Processes) across Public and Private Clouds including SaaS solutions.

Proven expertise in leading and conducting an end-to-end BCP cycle for a large organization with multiple locations, designing & building technical solutions and their roadmaps following industry best practices and the organization’s Cybersecurity policies.

Collaborates with management to identify work priorities; assigns and monitors work progress and quality. Leads, guides, mentors and trains less senior engineering staff and new hires.

Leads and develops the criteria and framework for a multi-year Infrastructure/Service Strategy that supports business directions. Facilitates Infrastructure Services’ annual operational planning cycle with Infrastructure Technology and Product owners, review activities as required, co-ordinate responses, follows-up and monitors progress.

Builds relationships across the agency to get buy-in from directors and senior management on BCP activities and achieve results.

Aligns with cross-functional departments to create and maintain infrastructure standards or deviations from normal readings.

Aligns with IT Service Management (ITSM) to assess infrastructure services and providers to ensure continuous systems availability and resilience improvement feedback loop for evolving strategy and operating plans.

Leads and coordinates provisioning of specifications/evaluation of responses for strategic procurements of Infrastructure/Services.

Drives alignment on target state of technology and service resilience across all departments (e.g., Products, Architecture, Network Services, Technology Planning, Cyber Security Defense, Cloud CoE, Cloud Operations and Platforms, ITSM, Infrastructure, Enterprise Products) and in supporting organization’s Cloud First Vision.

Fosters awareness, makes recommendations, and provides advice/guidance on risks and changing technology/industry direction on strategy and operating plans.

Lead automation using various technology scripting tools for configuration and troubleshooting.

Makes decisions where results have significant impact across the organization requiring sophisticated solutions and long-term correction. Decisions impact on resilience and availability of BC/DR Plan, network currency risk management, including the associated compliance risks, operational risks, financial risks and Cyber security risks and posture, systems availability and performance due to capacity management errors of compute/storage/network resource utilization, including errors caused by misinterpretation of trending data: (1) For on-prem capacity, this may leave no sufficient lead time for the lengthy cycle required for securing financial approvals, RFX process, Procurement, Data Centre Management, configuration and deployment activities - or, when adding more capacity is not improving the performance, triggering re-engineering of service/product; and (2) For Cloud capacity, this may lead to increased cost from Cloud Service Provider as badly engineered solution may be incurring a hidden over-consumption of scaled-up Cloud resources.

Here is what you will need to be successful:  

Education and Experience  

Bachelor’s or Master’s degree in Computer Science, Computer Engineering, or related field.

7 – 10 years of experience as a Senior Engineer designing and implementing business continuity planning programs and complex systems.

Advanced knowledge and understanding of technology planning/service Roadmaps, Strategy and Operating Plan development.

Professional Certifications from DRII or ISACA is highly desirable.

Advanced knowledge of industry trends and directions for: (1) Data Centre and Cloud technologies, including SaaS, co-location, facilities and green operations; (2) Hosting, including compute, storage, network, resiliency/recoverability, information assurance (e.g. archiving), security, common services (e.g. DNS), enterprise management, virtualization, cloud; (3) Corporate technologies, including Active Directory, desktop/virtual desktop, mobile, social, enterprise mail, information assurance (e.g. archiving), enterprise architecture principles and management.

Experience with and in-depth knowledge of procurement processes (gathering requirements to evaluation of vendors’ response).

Solid understanding of policies, cross organizational roles, risk management, and governance.

Strong knowledge of organizational processes and business models.

Strong Knowledge of Economics of Computing, including costing and pricing models, assessing efficiencies.

Knowledge and Skills 

Ability to bring a holistic approach to enterprise architecture and complex systems to ensure the stability, integrity, and efficient operation of the systems that support core organizational functions.

Ability to make decisions where results have significant impact across the organization.

Ability to derive insights from analyzing complex discreet data sets and tacit information that informs recommendations and the identification of risks and changing technology/industry direction on strategy and operating plans.

Ability to problem solve exercising considerable independent judgement and integration of unrelated or variable information.

Ability to communicate effectively and concisely, both oral and written, to liaise and effectively influence management, prepare detailed reports/documentation, and to adjust presentation style for various audiences.

Strong collaboration skills to work across the agency in a way that successfully achieves a common set of goals and objectives.

Strong facilitation and consensus building skills with the ability to persuade people with shared interests to resolve problems and reach consensus.

Strong influencing and negotiation skills, as well as engineering expertise, lead the development of compelling frameworks that result in multi-year strategies.

Ability to think strategically and innovatively.

Ability to present sophisticated and complex technological details to subject matter experts and/or to speak and articulate challenges at stake to non-technical audiences.

Ability to perform work autonomously as a subject matter expert in the field of systems engineering with very minimal supervision; assigns and monitors the work of others ensuring proficient completion; leads projects / programs involving internal resources and work teams.

Capacity to be aware of, control, and express one’s emotions, and to handle interpersonal relationships judiciously and empathetically.
