Technical Experts – Validation and Verification Body Accreditation Program Standards Council of Canada, 55 Metcalfe Street, Ottawa, Ontario, Canada Job Description Posted Thursday, March 16, 2023 at 4:00 a.m. Several positions and a pool of candidates The Standards Council of Canada (SCC) is seeking to technical expertsto conduct validation and verification accreditation program (VVBAP) assessments, including greenhouse gas (GHG), on a contractual basis. VVBAP technical experts play a key role in the assessment of VVBs by applying their extensive technical expertise to evaluate the competence of personnel, and the conformity of processes.They apply their technicalexpertise by conducting file reviews, interviews with VVB personnel and witness audits to support accreditation assessments. Key Activities Work closely with the SCC Lead Assessor to determine the scope and criteria to be assessed. Review customers’ quality management system, standard operation procedures (SOPs), procedures, forms, work instructions and job aids to assess evidence of conformity with relevant criteria. Review customers’ personnel competency management system, personnel human resources records, VVBs file records to assess evidence of conformity with relevant criteria. Observe the work of VVB personnel to assess the conformity to procedures and application of relevant criteria via a witness audit. Gather objective evidence of conformances and non-conformances during the assessment. Report to the Lead Assessor on findings and provide recommendations based on evidence. Essential Qualifications Canadian Citizen/Permanent Resident/Work VISA for the duration of the contract Language Requirements Skills Strong technical, analytical and review skills Excellent attention to detail Sound judgement and evaluation abilities Strong organizational and prioritization skills Strong interpersonal skills, both within an assessment team, and with customers Advanced computer skills, including Microsoft Office applications, and familiar with information and communication technology (e.g. web-based communications software) Abilities Work with limited supervision Effectively represent SCC and follow SCC’s policies and procedures Meet tight deadlines and work under pressure Availability to travel within Canada and U.S., occasionally of short notice Work in a variety of industrial, commercial and manufacturing environments Technical Knowledge We are seeking individuals who have specific knowledge or expertise in one or more of the following sectors. Please specify your technical sector(s) in your application. 1) Organization-level sectors and the sub-sectors included within each sector: Group 1: General Group 2: Manufacturing Group 3: Power Generation Group 4: Electric Power Transactions Group 5: Mining and Mineral Production Group 6: Metals Group 7: Chemical Production Group 8: Oil and Gas Extraction, Production, and Refining including Petrochemicals Group 9: Waste Group 10: Agriculture, Forestry and Other Land Use (AFOLU) 2) The validation and verification of the following project level sectors: Group 1: GHG Emission Reductions from Fuel Combustion Group 2: GHG Emission Reductions from Industrial Processes (non-combustion, chemical reaction, fugitive and other) Group 3: Land Use and Forestry Group 4: Carbon Capture and Storage Group 5: Livestock Group 6: Waste Handling and Disposal 3) GHG TechnicalSectors for Scoping Accreditation – SCC and VCS Program: Energy Industries (renewable/non-renewable sources) Energy demand Manufacturing industries Chemical industry Construction Transport Metal production Fugitive emissions from fuels Fugitive emissions from industrial gases Solvents use Waste handling and disposal Agriculture, Forestry, Land Use Livestock and manure management 4)ICAO Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) Advanced understanding of: International Civil Aviation Organization, Standards and Recommended Practices – Annex 16 Volume IV International Civil Aviation Organization, Environmental Technical Manual – Volume IV Sector 1: Fossil Fuels Sector 2: Renewable/Bio/Low-carbon-intensity Fuels Sector 4: Green Hydrogen (from non-fossil fuel) Advanced understanding of the three main categories of credit-creating actions: Compliance Category 1 – CO2e-Emission-Reduction Projects Compliance Category 2 – Low CI Fuel Compliance Category 3 – Advanced Fuel Technologies Basic knowledge of Clean Fuel Regulations and familiarity with the following concepts: Regulations and supporting documents Regulatory Impact Analysis Statement Verification and Certification Fuel Life Cycle Assessment (LCA) Model Quantification Methods Technical presentations Credit and Tracking System Applicants must clearly demonstrate in their application how the meet each essential qualification criteria.
