To Apply for this Job Click Here The Director of Finance (DOF) provides strategic leadership, direction, and oversight for all financial and fiscal management activities of One Arrow First Nation. Reporting to the Director of Operations and working closely with Chief and Council, departmental directors, and senior management, the DOF ensures sound financial stewardship, accountability, and sustainability across all programs and operations. The DOF is responsible for developing and implementing the financial strategy, policies, and systems that support One Arrow First Nation’s mission and long-term goals. This includes overseeing budgeting, forecasting, financial reporting, and compliance functions, while advising senior leadership on financial performance, investment opportunities, and operational efficiency. As a member of the senior leadership team, the DOF is an active partner in strategic planning, risk management, and community development — ensuring that financial integrity supports the Nation’s continued success and prosperity. Responsibilities Financial Strategy and Leadership Partner with the Director of Operations, Chief and Council, and senior management to develop and implement the Nation’s financial strategy. Provide strategic financial insights and recommendations to support decision-making and long-term planning. Lead the annual budgeting process, ensuring alignment with strategic and community objectives. Advise leadership on financial trends, performance metrics, and opportunities for improvement. Financial Operations and Oversight Oversee all fiscal and fiduciary responsibilities, ensuring transparency and accountability in all financial activities. Direct and coordinate the preparation of financial statements, reports, forecasts, and analyses. Ensure compliance with all applicable funding, reporting, and auditing requirements. Develop and maintain efficient financial systems, internal controls, and accounting procedures in accordance with generally accepted accounting principles (GAAP). Manage cash flow and forecasting to ensure financial stability. Approve and monitor expenditures, budgets, and financial recods across departments. Governance and Compliance Support Chief and Council and relevant committees (Finance, Audit, Investment) by providing accurate and timely financial reporting. Ensure compliance with all legislative, regulatory, and funding requirements. Oversee external audits, liaise with auditors, and implement recommendations. Establish and maintain strong internal control systems to safeguard assets and manage financial risk. Planning and Business Support Collaborate with departmental directors to develop, evaluate, and monitor budgets and financial plans. Conduct financial modeling and cost-benefit analysis to support decision-making. Oversee long-term financial planning, capital projects, and investment strategies. Develop financial policies and tools to support continuous improvement and accountability. Team and Relationship Management Lead, mentor, and develop the finance team, fostering a culture of integrity and excellence. Build strong relationships with funding agencies, auditors, and financial institutions. Communicate financial information clearly to Chief and Council, community members, and stakeholders. Represent One Arrow First Nation externally to government agencies, partners, and the public as required. Core Competencies Accountability Communication Critical Thinking Decision Making Leadership Networking and Relationship Building Planning and Organization Problem Solving Resource and Fiscal Management Strategic Thinking Qualifications University degree in Finance, Accounting, or a related field; an MBA or Master’s degree is an asset. Minimum 5–7 years of progressive senior-level experience in financial management or accounting. CPA designation preferred. Demonstrated experience in strategic planning, budgeting, and financial reporting. Strong understanding of financial and cost control principles (GAAP). Proven ability to develop and maintain internal controls and compliance frameworks. Advanced proficiency in accounting software (e.g., QuickBooks) and Microsoft Office applications. Knowledge of federal and provincial financial regulations. Strong leadership and team management skills. High attention to detail, integrity, and accountability. Experience managing budgets for large or multi-departmental organizations. Strong analytical and problem-solving skills. Excellent communication and relationship-building abilities. Experience with SOX compliance, SAP systems, or other enterprise financial systems is considered an asset. Work Conditions Full-time, on-site position based within One Arrow First Nation, Saskatoon. Occasional travel may be required for meetings, audits, and conferences. Extended hours may be required during key reporting periods or fiscal year-end.
