Role Overview The Technical Specialist, Project Management will support the development of a wide variety of infrastructure construction projects and potentially the management of professional services contracts. They will work with and support a diverse clientele representing various branches of the Canadian Armed Forces and the Canadian Forces Housing Agency. Key and Periodic Activities The duties and responsibilities listed below are representative but not all inclusive. Primary Responsibilities Research, prepare and present documentation required for long‑term projects (e.g., approvals, statements of work, project charters, budgets, policies and procedures). Complete project management from initiation to closure for infrastructure and environmental projects, including new construction, recapitalization and environmental assessment and remediation. Support Client‑Partner project approval processes by facilitating decision making within Client‑Partner organisations through the development of business case analysis, functional space programming and other documentation. Coordinate stakeholder communications to ensure timely decision making. Participate in procurement planning and prepare tender documents. Coordinate consultant activities. Act as the representative of the project director or project manager, within DCC delegated signing authority. Develop and maintain effective relationships within DCC, and with industry, the Client‑Partners and/or stakeholders. Ensure quality standards are met, in line with corporate and Client‑Partner expectations. Other Responsibilities Prepare monthly reports (e.g., internal, Client‑Partner). Support and/or lead business development activities. Manage risk. Other duties as assigned. Skills General and Specific Knowledge Best practices, methods, trends and legislation in real property, environmental and construction services. Client‑Partner project management policies and procedures. Treasury Board Secretariat policies and procedures. Project and risk management principles. Formal Education and/or Certification(s) and Experience Minimum: college diploma in engineering, architecture or related field with four years’ relevant experience, or the equivalent. Preferred: university degree in one of the above fields and/or additional training in project management. Abilities Use applicable computer software and operating systems. Apply project and risk management techniques. Development and Leadership Provide functional direction and advice to employees and to Client‑Partners. Working Conditions Typical office environment with occasional travel. Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment. Locations CFB Borden is located about 20 kilometres west of the City of Barrie, in the heart of Simcoe County. The base is ideally located to service personnel from all across Canada and offers a four‑season destination with excellent outdoor recreation. Meaford is located just outside the scenic town of Meaford, Ontario, nestled along the southern shores of Georgian Bay in Grey County. The base supports personnel from across Canada and offers a peaceful, picturesque environment. Security Clearance To begin a career with Defence Construction Canada (DCC), you must be a Canadian citizen or a permanent resident of Canada. A minimum reliability security status clearance is required and some roles may require secret security status clearance. DCC is responsible for the Personnel Security Clearance process. Typically, a “Reliability” clearance requires five years of verifiable background information. A “Secret” clearance requires ten years. The process involves reference inquiries, verification of qualifications, criminal records checks, credit checks (as required), and may require fingerprints. Required: The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure they can obtain and maintain the required clearance. Failure to obtain or maintain the appropriate level of security clearance may result in no job offer, cancellation of a conditional offer, or termination. DCC’s Code of Business Conduct is a condition of employment. New employees must certify that they have read, understood, and agreed to observe the Code upon commencing work. Employees must review obligations under the Code annually and notify the President’s Office of any changes.
