Are you passionate about financial recoveries and ensuring compliance with government policies? This is a unique opportunity for employees within Tax and Revenue Administration (TRA) to apply their skills in a high-impact role within the Fines Enforcement Program (FEP) and other key recovery programs. About The Role As a Recoveries Officer, you will be responsible for the efficient and effective recovery of financial amounts owed to the provincial and federal governments, as well as to individuals and organizations in Alberta. This position supports several high-priority programs, including the Fines Enforcement Program, Motor Vehicle Accident Recoveries, and the Abandoned and Seized Vehicle Program. You will work with a variety of stakeholders, including debtors, law enforcement, and financial institutions, while ensuring that all recovery activities comply with relevant legislation, policies, and procedures. In this role, you will contribute to maintaining Alberta's justice system by enforcing accountability and maximizing the recovery of funds. As the primary contact for debtors and stakeholders, you will negotiate payment arrangements, manage case files, and take legal actions where necessary to recover outstanding debts. Roles And Responsibilities Execute financial recoveries: Enforce the recovery of overdue fines, judgment debts, and other outstanding fees according to existing legislation and program policies. Case management: Maintain detailed case files in the Wincollect system, monitor overdue accounts, and ensure compliance with recovery plans. Stakeholder engagement: Serve as the primary point of contact for debtors, legal professionals, registry offices, and other stakeholders, educating them on payment obligations and providing relevant policy information. Skip tracing: Utilize electronic databases to locate debtors and their assets, facilitating effective recovery efforts. Negotiate payment terms: Analyze debtors' financial circumstances and negotiate repayment schedules that balance compliance with their ability to pay. Enforce legal action: Prepare garnishee orders, seize assets, and secure debts through legal means when voluntary compliance is not achieved. Process improvement: Contribute to program planning, policy updates, and the development of new technologies to enhance recovery efficiency. Support team success: Collaborate with other Recoveries Officers, share insights, and assist in training new staff to ensure the consistent delivery of recovery programs. Qualifications A High School Diploma and four years’ related experience working in financial recoveries, debt collection, or a related field is required. Experience in skip tracing, debt collection, or working with legal recovery processes is essential. Excellent computer skills including full working knowledge of Microsoft Word, Excel, Outlook and Teams is essential. Experience working in a collections environment and managing client portfolios is preferred. Assets Include Knowledge of legislation related to recoveries, including the Traffic Safety Act, Criminal Code, and Motor Vehicle Accident Claims Act. Experience with Alberta’s legal system and court processes, including familiarity with garnishee orders and asset seizure. Strong interpersonal and communication skills, with the ability to engage diverse stakeholders professionally and effectively. Adaptability and agility to work across multiple programs and implement new processes. Attention to detail and a commitment to maintaining confidentiality.
