The Opportunity Are you someone who posses strong leadership, guidance and innovative project management skills and experience? Are you a skilled and enthusiastic individual who is looking for an opportunity to support the Service in the build of a Real Time Operations Centre (RTOC). If so, we have a great opportunity in the Service for a contract position as a Project Leader, RTOC in the Intelligence Services unit. The opportunity is a duration of 2 years. The area of focus for this position is to work across multiple Service pillars that include operations, investigations, analytics, facilities and technology, to create an operational centre that supports frontline operations, investigations and community safety outcomes leveraging a whole of Service approach. What can I expect to do in this role Working under the direction from of the business Lead, Superintendent, Intelligence Services, this role is responsible for: The successful completion of all phases of assigned projects from inception, through planning, execution, and transition. Leads the development of project objectives, scope, guidelines, milestones and critical path plans. Identifies and manages project risks, competing priorities and deadlines to ensure the Service’s goals and strategic direction are aligned and can be achieved. Leads project teams and collaborates with Service partners to support communications plans, stakeholder engagements and internal change management efforts. Duties and Responsibilities Provides leadership, guidance and innovative project management support to the assigned Unit, ensuring the effective coordination, implementation and delivery of assigned Service projects, Applies project management best practices to ensure timely completion and successful outcomes for all projects. Manages the needs and expectations of multiple stakeholders to keep projects aligned and on track. Presents and provides reports and updates, utilizing project management tools and proven methodologies, to the Executive Sponsor, Project Leads, Steering Committee members, Senior Officers, Project Teams, the Executive Leadership Team, and/or the Chief of Police, as required. Develops, prepares and maintains: Project plans; Change management plans, including work breakdown structure, training and required resources; Project timelines, dashboards/scorecards and daily logs; Associated budgets including costings and budget preparation with actions required; Risk/Issue logs and mitigations strategies. Leads teams during project implementations. Motivates and engages team members, conveys clear expectations for assignments and holds people accountable for achieving their goals. Establishes and supports project‑working groups as required, including creating terms of reference, scheduling and chairing meetings. Develops and conducts process evaluations of project implementation and makes recommendations for improvement. Documents project benefits, challenges and lessons learned and conducts project evaluations. Documents minutes of meetings and actions items in a timely manner. Performs other related duties as assigned. Education/Experience University degree in a related discipline, combined with a minimum of 7 years related experience or an equivalent combination of education and experience. Demonstrated commitment to the core organizational values. Demonstrated experience in project management and process improvement. Experience managing multiple stakeholders and in being an agent of change. Ability to communicate organizational objectives and translate into actionable items. Proficient in project management software. Demonstrated experience with multiple projects with various team leads from different aspects of the business including (but not limited to) finance, human resources, operations, culture, communications, and training. Proficient with Microsoft Office Suite applications specifically Excel and PowerPoint. Experience reporting effectively to executive leader(s) at the top level of an organization. Ability to prioritize, multi‑task and meet deadlines in a fast‑paced environment. Experience in leading, managing, and integrating projects in a large municipal and/or law enforcement organization. Effective troubleshooting and problem‑solving skills to aid in the identification of root cause issues and develop creative solutions. Ability to deliver projects on time and on budget, while maintaining effective client and team relationships. Outstanding result and customer orientation approach. Experience developing and implementing multiple project plans, programs, support tools and processes. Ability to deliver strong communications to internal and external stakeholders. Ability to re‑align a communication strategy. Ability to apply knowledge transfer both within and between business units. Ability to inspire and motivate people, while building consensus at the strategic level. Preferred Experience in project evaluation, including KPIs/metrics Project management experience with alternative service delivery, including outsourcing and/or shared services.
