Responsibilities Manage, plan, and coordinate the daily operations of the Animal Control Division, including field, patrol, licensing staff, and dispatch; oversee impounding of animals. Assist management in developing field animal care programs and initiatives, establishing objectives, and drafting related policies and procedures. Evaluate employee performance; supervise, coach, and support staff; promote skill development; participate in disciplinary processes when appropriate. Assign vehicles and equipment to staff and ensure proper maintenance of all field equipment and fleet vehicles. Support the agency’s management team with scheduling and coverage needs, public health concerns, and emergency situations. Select, train, and motivate assigned personnel; coordinate staff training; ensure policies and regulations are communicated and followed. Recommend, develop, and implement operating policies and procedures for animal control field services, ensuring consistent application of rules and regulations established by the Assistant Director of Animal Services. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and direct and implement changes. Collaborate with partner agencies and contract representatives on issues related to assigned responsibilities; negotiate and resolve operational concerns as they arise. Provide administrative support, including conducting special projects, preparing reports, compiling statistics, and maintaining records and files for assigned programs. Monitor unit budget and revenue; prepare budget materials as needed; assist in preparing and administering grants. Ensure operations remain within budget by reviewing and approving requests for overtime, equipment replacement, supplies, and facility repairs; allocate resources to meet budget goals. Administer the animal control program in compliance with local ordinances, state statutes, regulations, and agency policies; determine when animal seizures or criminal charges for animal abuse are warranted. Conduct studies, investigations, and operational analyses; recommend modifications to animal control programs, policies, and procedures as appropriate. Perform enforcement tasks such as issuing notices to appear in court, warrant service, and related duties. Participate in community education and outreach programs as needed. Perform other related duties as assigned. Procedures The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes. The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates. The Animal Resource Center of the Inland Empire reserves the right, if necessary, to accept only the first one hundred (100) applications from applicants that meet the qualification guidelines. Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of ARC will be invited to participate further in the selection process. Required Education High school diploma or recognized equivalent. Experience Five (5) years of experience at the level of an Animal Control Officer or Humane Officer in a public agency or humane society, including three (3) years of supervisory experience. Licenses Physically capable of operating a motor vehicle safely and possess a valid Class C California Driver’s License, or demonstrate the ability to travel on scheduled or unscheduled visits to various locations that may or may not be reachable by public transportation. This requirement applies at the time of appointment and throughout employment. Acceptable driving record at the time of appointment and throughout employment. Certificates Obtain a certificate of successful completion for a California Police Officer Standards and Training (POST) Course, Penal Code 832 Laws of Arrest, within six (6) months of employment. Successfully complete training in compliance with California Business and Professions Code 4827(d) to obtain a certificate to perform humane euthanasia in the state of California, within six (6) months of employment.
