Duties and Responsibilities The Manager, Budgeting, Planning and Analysis is a pivotal position leading and supporting the university planning and budgeting process that provides financial and resource planning support across the Faculties, Schools, departments, and divisions of Carleton University. Working under the direction of the Associate, Provost, Planning, Budget and Analysis, the Manager leads the overall operating budget development process for the university, coordinates the budget policy, reviews and analyzes budget requests, collaborates with department leaders on requests, and participates in financial/budget committees. The Manager is engaged in the development of long‑term financial models and establishes best practices to promote the effective use of the institution’s resources that are aligned with the university’s resource planning goals. This role will have significant interaction with other leaders across Carleton. The Manager, Budgeting, Planning and Analysis holds a central responsibility between the University’s Resource Planning Committees (RPCs), the Financial Services Department, the Office of Institutional Research and Planning, the Provost’s Advisory Committee on Planning and Budgeting (PACPB), along with the Provost and Vice‑President (Academic), Associate, Provost, Planning, Budget and Analysis, and the Vice‑President (People, Finance and Operations) in successfully implementing the University’s planning and budget framework. The incumbent contributes to and organizes the work of the PACPB and also will be called to guide the development of planning and reporting models. Qualifications In‑depth knowledge of planning, budgeting, performance management and financial modelling and/or higher education finance Knowledge of leadership practices in people management, strategic planning and risk management, policy development, financial management and stakeholder relationship management Knowledge of university sector financial reporting and the various streams of revenue and expenses in an academic environment Knowledge of accounting practices and financial management and reporting Knowledge of operational management and leadership concepts and practices such as program/service delivery models, policy development, and human resources Knowledge of university statistical analysis and data management program design, delivery, assessment, and evaluation methodologies, processes, and practices Knowledge of Generally Accepted Accounting Principles (GAAP) Knowledge of relevant governing legislation, collective agreements, policies and procedures Knowledge of office as well as the broader university academic units, departments, and divisions Knowledge of office productivity software and databases, internet browsers and search engines, discipline‑specific software, enterprise software, and technology devices Demonstrated leadership in promoting and implementing new ideas and processes. Demonstrated experience with facilitating planning meetings Demonstrated experience working and collaborating within a complex organisational structure. Superior ability to cultivate relationships with executives, faculty, and administration staff Superior working knowledge of planning and budgeting best practices Superior communication and presentation skills Strong ability to address conflicting demands in a collaborative manner Strong research, facilitation and negotiation skills Education and Experience Completion of university degree in Finance, Accounting, Business or related discipline Chartered Professional Accountant designation is a requirement of this role. Minimum of five years of previous experience in planning and budgeting or related field in progressive leadership roles.
