Job Profile Under the direction of the Manager of Finance/Deputy Treasurer, the Supervisor of Procurement Services serves as the legal purchasing agent for the City as appointed by Council and is responsible for supervising the City’s supply chain and contract services program. The role ensures compliance with the City’s Procurement By‑law, Trade Agreements, all applicable case law, supporting policies, business processes and procedures, and provides expert guidance to departments. The Supervisor works collaboratively with management across the organization to support strategic procurement planning, timely contract renewals, and cooperative purchasing initiatives, ensuring transparency, fairness, and fiscal responsibility in all purchasing activities while leading and mentoring procurement staff. What You Will Be Doing Ensure compliance with the Procurement By‑law, regulations, case law, and agreements/contracts. Develop and supervise purchasing systems, procedures, and protocols, providing expert advice on all procurement matters. Design functional procurement systems, business processes, and documentation, and create training for end‑users on the procurement system. Consult and assist in defining specifications and/or services to be purchased and provide guidance to employees on procurement of goods and services. Provide direction, supervisory leadership, and professional guidance to staff in the Purchasing section and throughout the Corporation on all purchases (capital and operating) over $5,000. Develop and maintain specifications, instructions, and conditions for tender calls. Collaborate with stakeholders to develop procurement strategies, ensuring timely contract renewals and successful execution of the capital plan. Prepare necessary scheduling, tenders, quotations, proposals, reports, letters and agreements in accordance with the Procurement By‑law. Coordinate and monitor contracts, progress releases, and liaise with staff and legal counsel on construction liens and disputes. Keep Procurement By‑law/legal contracts updated with changing case law, trade agreements, and Municipal Act regulations. Coordinate and dispose of all surplus goods as per policy. Act as the City’s representative on the Waterloo Regional Co‑operative Purchasing Committee and other government co‑operatives. Manage the Corporate Purchasing Card program, ensuring compliance with spending levels and policy. Assist with preparation of the annual budget for the Procurement Department. Provide leadership and direction to the Procurement Services team. Education Degree in Business Administration and/or related fields. Designation (or working towards) from the Purchasing Management Association of Canada – SCMP (Supply Chain Management Professional) and/or the National Institute of Government Purchasing – CPPO (Certified Public Purchasing Officer) required. Experience and Knowledge 4 to 5 years of supervisory experience. Experience in public purchasing and inventory control. Proficiency in computer applications such as Microsoft Office – Word, Excel, and Outlook. Experience with ERP purchasing systems (SAP). Required Items if Hired Proof of current and valid certificates and/or educational qualifications. Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post‑offer). Valid G driver’s licence. Compensation The annual salary range for this non‑union position is $107,360 to $130,932 (Band Level 6). We offer a comprehensive benefits package and are an Ontario Municipal Employees Retirement System (OMERS) employer. Hours of Work Monday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week).
