Job ProfileUnder the direction of the Manager of Finance/Deputy Treasurer, the Supervisor of Procurement Services, serving as the legal purchasing agent for the City as appointed by Council, is responsible for supervising the City's supply chain and contract services program; ensures compliance with the City's Procurement By-law, Trade Agreements, all applicable case law, supporting policies, business processes and procedures; and provides expert guidance to departments. The Supervisor works collaboratively with management across the organization to support strategic procurement planning, timely contract renewals, and cooperative purchasing initiatives. This role ensures transparency, fairness, and fiscal responsibility in all purchasing activities, while leading and mentoring procurement staff to maintain high standards of compliance and service delivery.
What you will be doing- Ensures compliance to the Procurement by-law, regulations, case law and agreements/contracts.
- Develops and supervises purchasing systems, procedures and protocols whilst providing expert advice on all procurement related matters.
- Responsible for the functional design, business processes, and documentation of the procurement systems; responsible for the development of training to end-users on the procurement system, including digital purchase requisitions and relevant workflow.
- Consults and assists in defining specifications and/or services to be purchased and providing consultation, advice, guidance and support to employees, related to procurement of goods and services.
- Provides direction, supervisory leadership and professional guidance to staff in the Purchasing section and throughout the Corporation on all purchases (capital and operating) over $5,000.
- Develops and maintains specifications, instructions, terms and conditions regarding the calling of tenders, etc.
- Develops a procurement strategy in collaboration with stakeholders to ensure the timely renewal of contracts and the successful execution of the capital plan.
- Prepares necessary scheduling, tenders, quotations, proposals, reports, letters and agreements in accordance with the Procurement By-law.
- Coordinates and monitors contracts in relation to contract commitments, progress releases, and necessary liaison with staff and legal counsel regarding construction liens and disputes.
- Ensures that Procurement By-law/legal contracts are up to date with changing contract case law, trade agreements and the regulations of the Municipal Act.
- Responsible for the coordination and disposal of all surplus goods as per policy.
- Acts as the City's representative on the Waterloo Regional Co-operative Purchasing Committee and other government co-operatives.
- Administrator for the Corporate Purchasing Card program including spending levels and policy compliance.
- Assists with preparation of the annual budget for the Procurement Department.
- Provide leadership and direction to the Procurement Services team.
- Degree in Business Administration and/or related fields.
- Designation (or working towards) from the Purchasing Management Association of Canada – SCMP (Supply Chain Management Professional) and/or the National Institute of Government Purchasing - CPPO (Certified Public Purchasing Officer) required.
- 4 to 5 years of Supervisory experience
- Experience in Public Purchasing and Inventory control.
- Proficiency in computer applications such as Microsoft Office - Word, Excel, and Outlook
- Experience with ERP purchasing systems (SAP).
Proof of your current and valid certificate(s) and/or educational qualifications.
Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)
Valid G driver's license.
Your compensationThe annual salary range for this non-union position is $107,360 to $130,932 (Band Level 6). We offer a comprehensive benefits package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
Hours of workMonday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week). Occasional evening hours required to attend Council, Public meetings, etc.
