Oversees the development of transportation planning functions in a district. Reports to the Director of Transportation Planning and Development, Deputy District Engineer and District Engineer. Manages a group of technical, professional, and clerical employees engaged in transportation planning activities. Work requires contact with government officials and the public. Employees at this level are virtually self‑supervising and assume direct responsibility for the work product. Essential Duties Coordinates with staff engineers regarding planning operations as they relate to administration, programming, design, construction, right of way and maintenance. Develops and monitors the transportation planning budget. Oversees data collection, analyses, forecasts and plan development. Oversees district participation in development, coordination and implementation of the Unified Transportation Program, the State Transportation Plan and action plans for specific projects. Oversees long‑range and short‑range transportation planning and coordinates with Regional Mobility Authorities/Metropolitan Planning Organization (MPOs) to develop the annual Transportation Improvement Program and Metropolitan Transportation Plans. Oversees the administration of public transportation grants and related programs. Oversees urban transportation planning including land use and population inventories, travel demand modeling, drafting and graphics, map preparation and highway performance monitoring. Responsible for the advanced transportation planning program in a district. Serves as a liaison with local officials and the public concerning proposed project development and planning. Performs other job responsibilities as assigned. Education : Bachelor's degree in Transportation Planning, Public Transportation, Engineering. Work Experience : 5 Years Transportation Planning (Experience can be satisfied by fulltime or prorated equivalent). Relevant work experience may be substituted for a degree on a year per year basis or related graduate level education may be substituted for experience on a year per year basis. Supervisory Experience : Must have three years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications : Valid driver’s license at the time of application. This position requires driving a state vehicle. Applicable engineering workstations and applications to support efficient planning and design activities. Environmental laws, regulations and mitigation requirements pertaining to natural resources Physical Requirements Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing: prolonged periods of time Repetitive motion: substantial movements of the wrists, hands, and/or fingers Close Visual Acuity: work includes data/figures; view a computer screen; extensive reading Conditions of Employment : Please click this link to read the standard conditions of employment for all positions: Standard Conditions of Employment (TxDOT).
