Manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self‑supervising and assume direct accountability for the work product. Essential Duties Compiles and distributes project information, status reports, and project budget expenditures. Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers. Creates documentation procedures to capture and deal with changes in original project plan. Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Ensures compliance with Occupational Safety and Health Administration (OSHA) standards for assigned projects. Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them. Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate project already underway. Performs other job responsibilities as assigned. Minimum Qualifications Education : Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience : 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications : Valid driver’s license. This position requires driving a state vehicle. May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change managementdisciplines. Competencies Local, state, and federal laws and regulations relevant to the administration of the project undertaken Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Project Delivery Process Project Management best practices Project Management theories and practices applicable to highly complex projects Project scheduling and coordination activities Public relations for maintaining effective working relationships with individuals and groups, both internal and external Leading, assigning, and reviewing, and monitoring the work of others Using computers and applicable computer software Physical Requirements and Working Conditions Sedentary work: Lift up to 10lbs at a time and occasionally carry files/small tools. Light work: Lift up to 20lbs at a time and frequently lift or carry objects up to 10lbs Standing-prolonged perionds of time Repetitive motion- substantial movements of the wrists, hands, and/or fingers Close visual Acuity-work includes data/figures;view a computer screen; extensive reading Conditions of Employment Please click this link to read the standard conditions of employment for all positions: Standard Conditions of Employment (TxDOT) This job has been identified as physically demanding and will require a pre‑employment physical.
