For more information on the work of our Ministry, please visit: The Supportive Living Monitoring Program (SLMP), Licensing & Compliance Monitoring Branch directly monitors over 1000 accommodations, to ensure compliance is met with applicable legislation, i.e., Continuing Care Act, which includes the Continuing Care Health Service Standards (CCHSS) and Accommodation Standards. Many of these accommodations have unique problems that require measured and sometimes unique approaches to ensure they are in compliance with requirements. In addition, SLMP monitors to ensure alignment with Ministry legislation/regulations, standards, and departmental policies. The SLMP teams actively participate in on-site inspections and facility investigations of varying complexity under the direction of the Director/Manager. The primary objective of these inspections is to strengthen accountability to the public by providing assurance that the supportive living system and internal operational controls are working effectively, enforced, and that the operators are ensuring safety, security, and quality of service to the Albertans who live there. Role Responsibilities Regulatory Oversight: Execute duties under the Continuing Care Act. Monitor compliance with legislative requirements in licensed facilities. Conduct inspections and make licensing recommendations for supportive living and continuing care accommodations. Collaborate with various stakeholders, including operators, health authorities, and social agencies, to address compliance issues. Complaint Investigation: Investigate complaints related to the Accommodation Standards, developing plans and reporting findings. Assess situations where unlicensed supportive living accommodations are being provided and determine eligibility for licensing. Issue non‑compliance notices and enforce compliance actions as necessary. Continuous Improvement: Identify trends and propose solutions to enhance the continuing care system. Participate in committees and working groups to provide expertise on legislation and standards. Promote collaboration with stakeholders and authorities to share best practices. Reporting and Analysis: Prepare thorough inspection and investigation reports to support licensing and compliance decisions. Document inspections, incidents, and compliance actions accurately in databases. Alert management to emerging issues and provide recommendations for improvements in licensing processes. Support and Coordination: Act as a point of contact for inquiries, project assignments, and unit support. Review media and inspection reports, ensuring accuracy and quality assurance. Provide support to field inspectors and cover for absent colleagues as needed. Public Complaints: Handle follow‑up on public complaints, assessing compliance with relevant legislation and standards. Develop and execute investigative plans for complaints, ensuring timely resolution and documentation. Incident Review: Review duty to notify incidents submitted by operators to ensure compliance with accommodation standards. Make referrals to other authorities as necessary based on findings. Licensing Process Support: Assist new operators through the initial licensing process by reviewing applications and confirming compliance with legislation. Liaise with funding bodies to gather relevant information and ensure proper licensing of accommodations. Build Collaborative Environments and Develop Networks: As the position works very closely with organizations outside of the Ministry of Assisted Living and Social Services, developing networks in a way that builds trust and respect, combined with the capability to build collaborative environments with the various partners, is the only way to be successful. Systems Thinking: This position is a piece of a much larger puzzle; using systems thinking skills to understand how your work touches and affects the work of others while utilizing that information to carry out your work is essential. Creative Problem Solving: Since every situation is unique, you must use your creative problem‑solving skills to find the root cause of a problem, then work with stakeholders to come up with timely viable solutions, often in high stress situations. Qualifications Education University degree in healthcare, accreditation, education, human services, regulatory compliance, or a related field and 2 years related experience. Equivalencies Related diploma with 4 years of relevant experience. Related certificate with 5 years of relevant experience. Required Knowledge of the Continuing Care Act, Continuing Care Regulation, and the accommodation standards. Familiarity with property ownership options and collateral authority legislation. Understanding of Protection of Privacy Act, Health Information Act, and established protocols under the Protection for Persons in Care Act. Skills and Competencies Proven ability to build and work effectively within a team and demonstrate strong networking skills. Proficient in various software programs including Outlook, Adobe, Excel, Word, Teams, etc. Preferred Assets Experience in formulating solutions to complex issues involving multiple stakeholders with competing interests. Knowledge of ethics and the interdisciplinary nature of relevant issues. Strong skills in consultation, interviewing, negotiation, de‑escalation, conflict management/resolution, investigation, and documentation. Ability to work independently across a large geographical area, identifying, analyzing, and resolving issues within strict timelines. Effective liaison and facilitation skills with an ability to persuade and assert sensitivity to the needs of vulnerable populations. Completion of the Foundations of Administrative Justice course. National Certified Investigator and Inspector designation or completion of an equivalent program. Must maintain valid Basic Life Support certification. Notes Hours of work are 8:15 AM to 4:30 PM, Monday to Friday. This is a full‑time position working 36.25 hours per week. Temporary positions until March 31, 2026, and March 31, 2028. Position locations: Red Deer and Calgary. Travel – this position is approximately 80% travel with approximately 50% of that being overnight travel. The candidate may have to travel up to 5 days per week, overnight stay. Occasional evening and weekend work may be required.
