This includes providing services and resources to protect children and youth from abuse and neglect and to effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community‑based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters and programs that raise awareness and help respond to family violence, sexual violence and abuse. Children and Family Services is seeking a Senior Capital Planner to lead the development and delivery of the ministry’s accommodation capital plan—ensuring facilities that support vulnerable children, youth and families are safe, sustainable and aligned with future service needs. Reporting to the Director, Accommodations, Capital Planning and Administration, this role provides end‑to‑end leadership across the capital planning lifecycle. You will guide long‑term facility planning, lead annual capital submissions, and provide strategic oversight of accommodation projects to ensure alignment with approved scope, budget, timelines and outcomes. As the ministry’s primary liaison with Treasury Board and Finance and a key partner to Infrastructure and Corporate Finance, you will deliver evidence‑based analysis, sound advice and clear recommendations that support informed decision‑making at the executive level. Key Responsibilities Lead ministry-wide capital planning and budgeting: coordinate the annual capital plan, STIP and capital equipment budgets, and quarterly fiscal updates; review, analyse and prioritise capital project submissions to support decision-making. Assess, evaluate and prioritise capital project proposals: analyze and score internal and external (including unsolicited) capital proposals using established criteria; prepare recommendations, scoring reports and capital submission documentation. Develop and maintain the capital planning framework: research current and future capital needs, maintain scoring tools and processes, identify policy or process gaps and recommend improvements to strengthen transparency and consistency. Provide strategic oversight across the capital project lifecycle: support early project definition and provide oversight during implementation by monitoring scope, budget, schedule, risks and alignment with approved business cases and funding. Lead the Unsolicited Proposal (USP) process and capital grants: manage review and development of USP submissions, liaise with partners and INFRA, prepare capital grant documentation and monitor funded projects for compliance and performance. Build partnerships and support governance and reporting: collaborate with Corporate Finance, INFRA, Treasury Board and Finance, NGOs and internal stakeholders; prepare briefings, reports and updates to support governance, accountability and continuous improvement. Qualifications University graduation in a related field (e.g. Interior Design/Architecture, Finance, Business, Economics, etc.) plus four years progressively responsible related experience; or equivalent as described below. Project Management Professional certification is a strong preference. Equivalency: Directly related experience or education considered on the basis of one year of experience for one year of education or one year of education for one year of experience. Assets Demonstrated experience in capital planning, budget management, project scope development and project/contract management within a government or large public‑sector environment; space planning experience is an asset, and AutoCAD proficiency is considered an advantage. Strong knowledge of government capital planning, budgeting and decision‑making processes, including working within established policies, standards and approvals frameworks. Proven ability to collaborate and build effective relationships with senior ministry leadership, central agencies (e.g., Treasury Board and Finance), Infrastructure, Corporate Finance and external partner agencies to advance capital projects and resolve issues. Experience engaging with non‑government organisations and external stakeholders to assess proposals, gather operational requirements, provide guidance and support effective capital project submissions. Hours of Work This position works Monday to Friday, 36.25 hours a week. Location Edmonton, Alberta Travel Requirement This role requires at least 25% travel across the province.
