The Public Service Commission is the central human resource agency for the Government of Saskatchewan. The commission provides leadership and policy direction to all ministries to enable a high-performing and innovative professional public service. The commission partners with ministries to consult and deliver foundational services such as payroll, staffing, compensation, classification and strategic support including talent management, employee wellbeing and inclusion, employee and labour relations and organizational development. The Opportunity The Public Service Commission is seeking a values-based, results-oriented and collaborative leader who will join a team of professionals as the Executive Director of the Employee and Labour Relations branch. As a member of the Senior Leadership Team, you will provide leadership and oversight to the employer’s employee and labour relations and collective bargaining functions for the Government of Saskatchewan. In this role, you will: Partner with senior leadership team colleagues to advance government-wide priorities while leading a team of specialized professionals responsible for labour relations strategy, policy development, grievance and discipline frameworks and collective bargaining. You will bring a strategic lens to complex issues and support a team responsible for providing advice and solutions to the employer on employee and labour relations strategy and operations. Lead the Employee and Labour Relations team to promote harmonious labour/management relations, productive work environments and fair and equitable treatment of employees through the consistent application of collective agreements, relevant legislation and workplace policies by: Monitoring employee and labour relations trends to develop policy and decision items that reflect the employers’ and clients’ needs; Directing the development, delivery and maintenance of a discipline and grievance management system; Guiding collective bargaining through the development of strategy, options and analysis of proposals; Providing advice and interpretations regarding the application of policies and collective agreement articles; and Representing the organization at third-party grievance resolution processes. Typically, the knowledge and experience required to achieve the above is obtainedthrough a relevant degree combined with senior level leadership experience in human resources and employee and labour relations with a track record of successfully leading high performing teams, managing change and achieving positive results.
