Job Information Directorate: Strategy & Communications Section: Business Performance Pay Group: Seven (7) – Under Review Job Code: Work Location: Central – 19 Fairmont Avenue Supervisor’s Title: Manager Business Performance Effective Date: October 1, 2022 Overall Purpose Reporting to the Manager of Business Performance, the Data Analyst is responsible for providing support and analytic advice to Senior Leadership including supporting projects that will enhance the use of data, involving complex analysis and research. The Analyst supports the development of the organization’s data strategy, proactively identifies analytical opportunities, leverages advanced analytical techniques to conduct business analysis and provides analytical leadership throughout the organization. Major Responsibilities Support the development of the organization’s data strategy, including the data collection and analysis framework. Provide recommendations to develop or enhance systems of data collection; determine validity and limitations of data; establish standards and guidelines for data collection, modeling, and analysis. Facilitate meetings with internal and external clients to define analytical opportunities and recommend solutions. Leverage advanced analytical techniques to conduct business analysis, identify meaningful insights, and produce reports to support equity and human rights analyses for senior management and the community. Measure effectiveness of initiatives and programs; identify trends, emerging issues, and implications; build baselines against which future metrics can be measured. Apply a user‑centred development approach to build reports and dashboards employing best practices. Present reports, results of analyses, and recommend data collection and analytic strategies to advance equity in the workplace and in the community. Expand community access to open data to increase transparency and foster innovation. Liaise with related statistical agencies to ensure adherence with data analysis standards and benchmark results. Establish collaborative working relationships with stakeholders/partners and act as a change agent to build a continuous improvement culture. Represent the unit on committees, task forces, working groups, and meetings as assigned. Provide supervision, guidance, and mentoring to analysts and others on equity, inclusion, and human rights data collection and analysis. Remain current with legislative changes and emerging good practices related to data equity or social identity data collection or analysis. Research innovative practices related to data collection, statistical analysis, and data visualization. Statement of Required Qualifications Education Successful completion of a four (4) year degree in Applied Statistics, Data Science, Social Sciences, Criminology, or a related discipline with a focus on equity, human rights, or social justice. Experience and formal training combined may substitute for stipulated education requirements. Experience Minimum three (3) years’ experience in data analysis, statistical and predictive modeling, applying a wide range of analytical techniques, exploratory data analysis or data mining processes including framework development and large‑scale project implementation. Presenting data and insights to non‑technical audiences using graphical representations and data visualizations. Developing KPIs and reports from concept, development, deployment, and reporting, to metric ownership. Operational research and program evaluation experience, including forecasting trends, identifying emerging issues, and applying critical thinking skills. Project management experience demonstrating the ability to foresee challenges, risks, and opportunities concerning socio‑demographic data collection in a policing context; leading and organizing projects and troubleshooting creatively. Experience with statistical and research software (SPSS or R) and data visualization tools (PowerBI). Language English – fluency in oral, reading, and writing. Certifications and Licences None applicable. Relational data models and complex queries to transform data using PostgreSQL, Microsoft SQL, Microsoft Power BI, SQL Server BI, and Python. High level of initiative and self‑directed problem solving and critical thinking, with strong attention to detail. Strong political acuity to make recommendations to senior leadership, build consensus among stakeholders, and resolve conflict. Subject to periods of prolonged sitting, visual and mental concentration, intense concentration when analyzing metrics, and use of integrated databases. Utilizes advanced analytical skills to research, plan, and resolve technological problems associated with capturing data and using integrated computerized databases. Organizes own assignments to ensure tasks are completed in a timely manner while performing daily activities. Closely collaborates business lines to coordinate and monitor efficient capturing of data for research, analysis, surveys, academic partnerships, data governance, and business intelligence. Desired Qualifications Experience working on projects in a large health or public safety organization is preferred. Experience with law enforcement/policing/criminal justice system. Experience with geospatial analysis using the ArcGIS platform, including web‑based development tools such as ESRI ArcGIS Online and ESRI ArcGIS Enterprise.
