This branch delivers technology solutions and services to support the Manitoba Transportation and Infrastructure Department programs. It offers business process analysis, project management, solution deliver, and recommendations to help stakeholders meet their operational goals with innovation and efficiency. The Information Technology and GIS Branch consults, supports, and collaborates with all Transportation & Infrastructure program areas by delivering fiscally responsible and innovative technologies, services and solutions to help our clients achieve their mandate. Conditions of Employment Must be legally entitled to work in Canada Qualifications Essential Post‑secondary education in Computer Science, Information Systems or a related discipline. An equivalent combination of education and experience may also be considered. Experienced business analyst with a proven ability to define requirements, build strategic business cases, and identify technology‑driven solutions. Specialized in delivering geospatial products and services that support data‑driven decision‑making and improve operational efficiency. Hands‑on experience with geospatial technologies and web GIS development, including Esri GIS tools and platforms, and spatial databases such as PostgreSQL/PostGIS and SQL Server, applied in geospatial analysis and mapping. Demonstrated leadership in motivating teams and influencing outcomes, with proven experience managing ICT projects. Strong problem‑solving and decision‑making skills. Effective verbal communication skills, with the ability to convey information in a clear and organized manner to a wide variety of audiences. Strong organizational skills with the ability to work independently and manage multiple priorities with conflicting deadlines. Strong interpersonal skills, including the ability to develop and maintain positive working relationships with internal and external stakeholders such as vendors and consultants. Excellent written communication and presentation skills. Experience in project management including risk management, resource allocation, and creating and managing project plans and reports. Desired Experience with Esri Roads and Highways. Duties The Senior GIS Business Analyst is responsible for leading teams or multiple cross‑functional project teams to deliver advanced GIS and technology solutions on time and within budget. This role involves gathering and documenting business requirements to produce clear functional specifications, providing expert guidance to stakeholders on GIS and IT project planning and execution, and ensuring that solutions align with organizational goals and support operational efficiency.
