This role is centered on Project Management; however, supplementary expertise in data structures, data mapping, ETL processes, and cloud platforms would strengthen the team's capabilities and project outcomes.
This position is primarily on-site but offers flexibility for remote work, provided the candidate aligns with Saskatchewan business hours (Central Standard Time). The role is set to begin on May 1, 2025, as an initial two-year contract, with the potential for an extension of up to three additional years for top candidates. SUMMARY
WCB is embarking on a significant business transformation initiative aimed at enhancing worker outcomes by revamping our service delivery model. This transformation journey is projected to span five to seven years, encompassing all facets of our operations, including Claims Operations, Employer Services, Finance, Corporate Services, Human Resources, Information Technology Services, and Business Intelligence.
WCB is undertaking a major transformation within its Business Transformation Program, replacing its core platform with a new cloud-based solution. This initiative includes system integrations, data conversions, and reporting enhancements. A Project Manager is needed to lead the data migration workstream within the Core Solution project management team.
Reporting to the Director, Program Delivery, the Project Manager will be responsible for the successful execution of the workstream. They will also functionally report to the Director, Enterprise Project Management Office to ensure adherence to WCB standards and best practices in project management and delivery.
This role is primarily on-site at WCB’s head office in Regina, with remote work flexibility available for exceptional candidates.
SCOPE OF THE ASSIGNMENT
The Project Manager will lead the data conversion and migration workstream within WCB’s Core Solution project, ensuring the successful transition to a new cloud-based platform. This role involves managing the end-to-end migration process, including planning, execution, and oversight of data transformation, validation, and integration.
The Project Manager will be responsible for coordinating a cross-functional team consisting of technical experts, business subject matter specialists, and vendor partners. They will establish and maintain strong working relationships with stakeholders to align project objectives, mitigate risks, and ensure data integrity throughout the migration process.
The selected candidate must demonstrate a proven track record of delivering complex data conversion and migration initiatives on time, within scope, and within budget. This includes applying best-practice project management methodologies, adhering to WCB standards, and ensuring seamless collaboration between business and technical teams.
KEY RESPONSIBILITIES:
- Has overall project performance responsibility for managing scope, cost, schedule, and deliverables which includes applying techniques for planning, monitoring, and reporting, change control, and risk and issue management of a large-scale data conversion and migration project.
- Works closely with the project team members to collaborate and ensure alignment in project goals and successful delivery of the project.
- Assigns clear roles and responsibilities and provides effective oversight of the data conversion and migration deliverables and tasks.
- Accountable for the management and working effectively with external vendors partners in their delivery of solutions and services.
- Ensures projects delivers specified outcomes and meet quality expectations.
- Creates and manages the overall project budget.
- Regularly updates stakeholders with reports on the progress and performance of projects. Reports and escalates as needed through the appropriate channels.
- Proactively identify and mitigate project risk to avoid delays and cost overruns.
- Create and manage comprehensive project documentation.
- Follow all WCB standards, practices, and processes related to projects and ensure compliance.
SKILLS AND EXPERIENCE:
- Minimum of seven (7) years of proven project management experience in the role of a Project Manager managing large-scale data conversion and migration projects.
- Minimum of seven (7) years of proven experience managing cross functional project teams.
- Minimum of seven (7) years of proven vendor management experience.
- Excellent written skills and employs a disciplined approach to managing project records.
- Demonstrated interpersonal, management, and communication skills at all levels of the organization.
- Solid organizational skills including attention to detail and multitasking skills.
- Proven project and resource planning capabilities.
- Proven ability to analyze complex problems and find innovative solutions.
- Proven knowledge of data conversions and migration processes, tools and methodologies.
- Proven knowledge of data governance and compliance requirements
- Experience managing predictive, agile, and hybrid projects.
- Project management education and/or certifications (PMP).
- Proficiency with project management software.
THIS ROLE:
This role entails a two-year contract engagement with the potential for a three-year extension, subject to mutual agreement. All work will be carried out onsite in Regina or, remotely, adhering to the Saskatchewan time zone during business hours.
