Executive Director, Policy and Budgetary Planning Location: Halifax, Nova Scotia Type of Employment: Permanent Union Status: Exclusion - Non Union - NSPG Closing Date: 14-Nov-25 (Applications accepted until 11:59 PM Atlantic Time) Reporting to the Associate Deputy Minister, the Executive Director, Policy and Budgetary Planning is accountable for providing strategic leadership for provincial budgetary and fiscal planning; coordination and analysis of provincial revenues; meeting departmental obligations related to the implementation of government-wide policy, planning and reporting requirements; oversight of federal‑provincial‑territorial relationships and support to the Minister, Executive Deputy Minister and Associate Deputy Minister at intergovernmental forums; and departmental policy and planning, as well as support for governance oversight of Crown agencies and corporations for which the Minister of Finance and Treasury Board is responsible. This position also has oversight responsibilities for the Department's information management, administrative services, and facility and operations management. Primary Accountabilities Provide executive leadership in the development of strategic, business and operational planning processes and policy analysis/advice to ensure the Department of Finance and Treasury Board meets its corporate commitments. Manage the development of the provincial 4‑year fiscal plan and forecast, coordinate in‑year revenue forecasting and year‑end reporting. Provide advice and support to Executive Council (Cabinet) to ensure its fiscal objectives are met. Direct, coordinate and review analytical research on complex policy issues, provide recommendations encouraging sound policy development consistent with government objectives and policy advice to the Department’s Executive Management. Support the development and implementation of policy matters, including legislative and regulatory requirements, Reports and Recommendations, and Memorandums to Executive Council. Provide executive leadership in the development and operation of the Department's Information Management Program, including records management, and contribute to the effective management of administrative services, facilities and operations. Qualifications And Experience The ideal candidate will have a bachelor’s degree in a relevant discipline (e.g. political science, economics, business administration, finance, law), plus 7 years of related experience; or a master’s/post‑graduate designation in a relevant discipline. They will also have several years of progressive leadership experience, with a minimum of 5 years in a professional/management role. An acceptable equivalent combination of education, training and experience may be considered. Proven project management, problem‑solving, research and analytical skills, coupled with the ability to maintain a broad, province‑wide perspective and make informed, strategic decisions that align with organizational goals. Ability to provide solutions and alternatives to complex issues, accomplish goals and objectives, balance priorities and conflicting views, meet deadlines, and achieve specific and accurate outcomes often within a very tight time frame and competing deadlines. Exceptional communication skills (written and verbal) and ability to build and maintain relationships. Strong attention to detail, with a history of providing sound advice and accurate information. Demonstrated ability to lead and support individuals and teams in planning, organizing, and prioritizing tasks to achieve objectives efficiently and effectively.
