Data Analytics Specialist

A Data Analytics Specialist is required to extract knowledge from the Court's data sources around court and judicial scheduling and allow the Courts to make key, evidence based decisions. This position will also play a key role in the Court's strategic planning. Currently, there are multiple sources of data – from an automated scheduling application, to manual statistics collected by key staff members. This resource will be responsible for mining that data, cleaning it and creating visualization for consumption. This resource will work specifically with the Court’s Scheduling and Workload Committee, the Chief Justice and Associate Chief Justices, as well as the Court’s Executive Team to answer key questions regarding the workload of the court across the province. Leads or is part of a team responsible for the generalizable extraction of knowledge from data by applying various techniques and theories including signal processing, mathematics, probability models, machine learning, computer programming, statistics, data engineering, pattern recognition and learning, visualization, uncertainty modeling, data warehousing, and high performance computing. Experience in Data Analytics or as a Data Scientist. Must be able to apply their skills to provide insights, support decision making and facilitate strategic business planning across the ministry. Requires a focus on understanding predictive analytics, lifetime value and needs-based analytics strategies to simplify, consistently produce and re-use analytical models and assets to drive measurable value. Provide executives and decision makers a deeper understanding of their operations, transactions, services and information required for them to identify new opportunities that can only be uncovered through analytics. Provide depth and insight to data produced by the various teams and transform them into meaningful analytics for decision making. Ensuring delivery processes are robust, of high quality and repeatable. Bringing knowledge of statistical classification techniques such as k-means and hierarchical clustering, partition trees, and logistic regression. Developing and measuring success metrics for key projects. Providing strategic agility and the ability to make sense of large amounts of disparate data to tell a cohesive story focused on key strategic decision-making for executives. Integration of both quantitative and qualitative data to create business insights. Design and create dashboards and custom reporting with various data sources and inputs. Analyzing data and preparing information results. Gathering and documenting client requirements. Designing and constructing information products. Capturing business and technical metadata for information products. Establish and operate control processes including schedule management, status reporting, issues, risk, and change management at the program level. Escalating issues and risks, as appropriate. Working within a multi-vendor/staff environment. Qualifications M3 - Experience with Advanced Analytical Environment and technologies within an organization of equivalent size and complexity to the Government of Alberta M4 - Experience developing and maintaining Information products within an organization of equivalent size and complexity to the Government of Alberta. M5 - Experience with modern RDBMS, such as SQL Server, and Oracle. M6 - Experience and technical knowledge of visualization tools, such as Power BI, SAS VA or Tableau. M7 - Experience with programming languages including Python and R. M8 - Experience in performing threat and risk assessments and presenting recommendations for risk mitigation to senior management.
