The Toronto Newcomer Office is an internal centre of expertise on newcomers and immigration issues, leading implementation of the Toronto Newcomer Strategy, Refugee Resettlement Program, Refugee Capacity Plan, and Access to City Services for Undocumented Torontonians (Access TO) policy. The Toronto Newcomer Office is the city-wide Local Immigration Partnership (LIP) in Toronto. The City of Toronto takes a broad, inclusive approach in defining newcomers to include immigrants and refugees who have recently arrived in Toronto, refugee claimants, temporary residents, and undocumented persons. Reporting to the Manager, Toronto Newcomer Office, the Community Development Officer (CDO) is responsible for developing, coordinating, and implementing events, projects, and partnerships to improve newcomer well-being and newcomer access to municipal services and supports. The CDO will play a key role in advancing the City’s strategies related to the settlement and integration of newcomers. Major Responsibilities Performs a variety of project management and coordination duties, including the planning and implementation of large-scale events (e.g. Toronto Newcomer Day) and issue-specific projects or programs. Initiates, manages, and maintains local planning and partnership tables to achieve inter-sectoral program partnerships and improve service integration related to newcomers and refugees. Supports systems coordination efforts by working with City Divisions, settlement providers, community agencies, and other stakeholders to develop appropriate strategies to address community and newcomer needs and service system gaps related to the settlement and integration of newcomers and refugees. Develops and implements, with key stakeholders, appropriate strategies to address needs and improve access by implementing projects, partnerships and coalitions that promote inter-sectoral linkages. Works with communities, service providers, governments and other institutions to develop and support innovative and accessible service responses to identified community and newcomer needs. Monitors trends related to newcomers and refugees in Toronto, including through engagement with sector partners and through direct and indirect research. Integrates anti-oppression and community engagement principles into place-based community development programs/initiatives. Identifies and provides advice, consultation support, information and referrals to community members, service providers and community and newcomer organizations. Assists in the development and capacity building of organizations, networks and community groups established to meet identified service needs through, for example, policy development, and strategic planning. Designs, develops and presents information sessions for diverse audiences. Builds, maintains and/or coordinates relevant networks and service coordination mechanisms. Communicates and interprets relevant policies, programs and initiatives to the community and newcomer sector. Acts as a resource for City staff and politicians in identifying and acting on current and anticipated community needs and issues. Works with and assists City staff to enhance their skills in working with newcomers through consultation and education on newcomer settlement issues. Provides community development and capacity-building expertise and facilitates and supports divisional initiatives. Key Qualifications Extensive experience with newcomer/settlement/immigration issues and community development, working within an anti-oppression framework and creating and implementing responses to address changing needs of newcomer communities. Extensive project management experience, including project tracking, issues management, agenda setting, and conflict resolution. Considerable experience in the development, design and delivery of community engagement and consultation processes and strategies, medium to large-scale events, research processes, and planning/partnership tables. Experience implementing place-based and system-based strategies and working from a place-based or integrated service planning approach, such as a Local Immigration Partnership or equivalent structure. Degree in Sociology or Social Work or approved equivalent combination of education and/or experience. Excellent interpersonal and problem-solving skills, and sound managerial judgement in public and human relations. Ability to write reports in a thorough and concise manner. Ability to effectively communicate both verbally and in writing, at a management level. Familiarity with organizational development, inter-sectoral linkages, community capacity building and advocacy. Ability to establish effective working relationships with team members, all City service areas, community organizations, representatives from various levels of government and elected officials. Excellent knowledge of the human service system in the city. Ability to develop consensus and recommend effective, strategic solutions at the City and community level. Ability to travel to various locations in a timely and efficient manner. Ability to work flexible hours which may include; overtime and occasional evenings and weekends. Familiarity with government legislation in the area of occupational health and safety. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces. Bilingual in English and French is an asset.
