Accountability Statement The Director Training and Compliance is responsible for ensuring the Rail division meets regulatory standards through comprehensive training qualification and compliance programs. The position leads the implementation of the Rail Safety Management System and manages communications with regulatory agencies to maintain operational safety and accountability. Major Duties / Responsibilities Provide strategic direction and oversight to team members aligned with departmental and company goals. Establish and review performance metrics to ensure accountability. Communicate and implement ONTC policies ensuring employee adherence. Promote company values and foster a positive motivating work environment. Maintain effective communication within the division and across departments. Encourage collaboration and cooperation across divisions. Ensure internal training programs meet regulatory compliance requirements. Review compliance issues to identify root causes and recommend corrective actions. Direct compliance monitoring and work observations based on trends or elevated incident rates. Evaluate and modify training content and delivery methods to address compliance gaps. Oversee development and periodic review of Observation Manual content. Lead modernization projects (e.g. LMS) using analytics to ensure training data is complete, accurate and audit‑ready. Develop dashboards and reporting tools to monitor compliance activities. Facilitate monthly Director‑level incident/accident review meetings to enhance transparency and performance tracking. Prepare, modify and submit reports and plans to regulatory bodies or the MTO. Stay current on changes to regulations, acts and rules affecting the Rail industry. Maintain training to remain knowledgeable of applicable standards and recommended practices. Communicate regulatory changes to relevant departments. Coordinate and facilitate visits from regulatory inspectors. Ensure timely responses to Letters of Concern and Letters of Non‑Compliance. Guide development of a centralized regulatory compliance calendar to manage deadlines, submissions and audit preparations. Provide oversight for Section 13 analyses ensuring safety risks and emerging trends are captured. Ensure required Risk Assessments are completed and remedial actions documented. Direct internal audit timing and focus to effectively assess compliance. Review and approve draft Annual Reports prior to submission to the Accountable Executive. Liaise with Corporate Audit and Risk to escalate significant risk topics for inclusion in the Risk Registry. Requirements University degree in Transportation Planning, Operations Analysis or a related field. Certification in Canadian Railway Operating Rules (CROR) and Manual Track Requirements (MTR) is required. Minimum of 5 years experience in a leadership role within the railway or transportation sector. Experience writing and interpreting legal regulatory or technical agreement language. Proven ability to write clear structured reports and project plans. Demonstrated experience negotiating agreements with internal and external stakeholders. Strong understanding of operating and capital budgets including planning and oversight. Technical knowledge of track infrastructure, signals, grade crossing warning systems and applicable standards. Ability to effectively interact and maintain relationships with government agencies, regulatory bodies, industry partners and internal stakeholders. Functional understanding of road and yard operations. Ability to read, comprehend and analyze Regulations, Acts and Rules. Proficiency with computers and mobile devices including PowerPoint, Excel, Word, Outlook and Teams. Valid G driver’s licence with ability to travel as needed. Excellent verbal and written communication skills. Commitment to health and safety standards.
