This employment opportunity is restricted to residents of Iqaluit only. Reporting to the Controller, the Budget Analyst (Analyst) coordinates the budget control process for the Department to ensure that expenditures are effectively planned and incurred. The incumbent actively contributes to informing the key financial planning processes (e.g., Main Estimates, Financial Management Broad (FMB) submissions, Requests for Decision, Business Plan, variance reports, financial forecasts, financial briefing material and expenditure management reports). The Analyst monitors the Department’s third party funding arrangements and works with managers to ensure appropriate budgets, expenditures, and financial reports are completed. The Budget Analyst safeguards the Department’s assets by ensuring compliance with the Financial Administration Act (FAM), Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), and all applicable Government and Departmental financial and administrative policies and regulations. More specifically, this position coordinates the financial planning and budget control process for the Department (inclusive of third party funding). In doing so, this position works directly with senior departmental managers to. Determine budget requirements and coordinate budget planning and preparation processes with a view to ensuring Main Estimates for the Department contain the necessary funding to allow the Department to fulfill its mandate. Prepare critical working templates (e.g., budget worksheets, budget vouchers, variance reporting templates, compliance spreadsheets, etc.) allowing for the adequate distribution of O&M funds. Ensure all invoices are coded to the correct budget codes. The Budget Analyst supports the Department in the application of its Project Management Process Administrative Directive and participates in committees (as and when required) that pertain to the activities of the Division and/or the Department as a whole. Additionally, this position ensures that the services and supports they provide reflect and are aligned with Inuit Qaujimajatuqangit (IQ) principles. The knowledge, skills, and abilities required for this job are usually obtained through a recognized bachelor’s degree in commerce or business administration plus two years (2) of progressively senior accounting experience which must include experience accurately managing budgets and applying budget controls and one (1) year experience working with Contribution Agreements and third‑party funding agreements. Completion of an accounting designation (CPA, CA, CMA, CGA) would be considered an asset. An eligibility list may be created to fill future vacancies.
