The CRD is embarking on exciting initiatives including the Regional Water Supply Master Plan, which recommends 21 major projects to be implemented over the next 30 years, with an estimated investment of $2 billion. These projects will shape the future of the CRD’s water services for generations to come, including the largest single project, the proposed Goldstream Water Filtration Plant, valued at approximately $1 billion.This position provides leadership and management oversight for the execution of the Regional Water Supply (RWS) Master Plan program, which includes planning, design, and oversight of major water treatment, supply, and distribution projects. This position assumes overall responsibility for successful completion of the program and will ensure program design aligns with the Regional Water Supply Strategic Priorities which includes partnering with internal interested parties to advance initiatives. This position is responsible for the team accountable for the delivery of related RWS Master Plan projects on time, on budget, and in alignment with CRD objectives. The role also provides oversight to technical and professional staff, fosters collaboration across teams, and ensures compliance with regulatory and environmental requirements.This position reports to the General Manager of Infrastructure and Water Services and works collaboratively across the CRD, with emphasis on collaboration with the Senior Manager of Infrastructure Planning and Engineering and the Senior Manager of Corporate Capital Project Delivery Services. This position will also be responsible for ensuring proactive and meaningful engagement with various interested parties, including First Nations, permitting and funding bodies, other utilities etc. Key Accountabilities/Position Outcomes Provides leadership, strategic direction and support for RWS Master Plan Projects, including leading and managing technical and professional staff and liaising with a broad range of internal and external interested parties. Ensures policies, structures, systems, resources and management practices are in place and effectively support objectives and initiatives. Recommends and assist in developing processes and standards that allow the long-term management of the overall RWS Master Plan program, including scope, schedule, risk, and budget tracking. Partners with the CRDs Corporate Capital Delivery Group to ensure alignment with capital delivery processes and standards. Ensures RWS Master Plan Projects are defined and completed with a commitment to project deliverables and organizational objectives as well as an ongoing commitment to project management principles. Uses diplomacy, tact and strong written/verbal communication, presentation and relationship building skills to maintain strong relationships with internal and external partner and stakeholders. Liaises with regional water supply partners in the program, including frequent contact with elected officials and presentations to the Regional Water Supply Commission and Water Advisory Committee. Ensures advanced project management principles are applied to maintain consistency and quality across all projects. Enhances and supports the development of program governance, reporting frameworks, and performance metrics. Ensure policies, systems, and resources are in place to effectively support program objectives. Uses leadership, coaching, and employee development practices to create a highly engaged team of professionals and staff with the knowledge, skills and abilities to be successful in their current role and future career development. Responsible for the leadership and management of employees and contractors within area of responsibility, including employment and labour relations matters involving: employee hiring, promotion, demotion and other personnel matters; discipline and discharge; representing management in the grievance procedure; input on behalf of management into labour relations matters, and representing management on committees; maintaining Employer confidentiality; and developing, supporting and implementing various corporate and legislated policies, procedures and practices. Qualifications Degree in a related discipline Advanced Project Management training Proven ability to manage large-scale, multi-year capital programs and multiple concurrent projects. A minimum of 10 years' progressively responsible experience Certifications Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation. Valid BC Driver's Licence Role Specific Knowledge, Skills, and Abilities Extensive knowledge in civil engineering, project management and delivery of capital projects. Ability to coordinate and manage multiple projects for a number of program areas and to meet required objectives and deadlines. Knowledge of the Local Government Act and other legislation and regulation affecting water systems, operations and maintenance. Demonstrated experience establishing and maintaining collaborative working relationships with internal and external partners, including municipalities, First Nations, and regulatory agencies. Proven experience in providing leadership and direction to professional and unionized staff, including motivating and mentoring, conducting performance appraisals, and carrying out grievance and disciplinary provisions of a collective agreement. Demonstrated ability to effectively deal with public officials and the public on a variety of issues. Excellent communication skills, including strong written, verbal and listening skills combined with effective and proven meeting facilitation and presentation skills. Experience in managing consultants and contracts.
