Portée du poste :

Le mandat est de remplir le rôle de responsable AQ chantier en assistance au directeur de construction et en étroite collaboration avec le directeur du portefeuille qualité. Le candidat selectionne relèvera quotidiennement et directement du directeur de la construction. Il recevra également des instructions du directeur de la qualité du portefeuille.

Le responsable de la qualité du site est garant que la gestion de la qualité du projet, le plan qualité, les processus, les procédures et les normes sont suivies pour établir des plans d'inspection et de test (ITP) des entrepreneurs afin de fournir une construction sûre et fiable selon la conception et l'ingénierie approuvées.

Les inspections du code de sécurité sont coordonnées et les résultats des tests sont correctement documentés pour soutenir la rotation du projet.


Responsabilités :

Relevant du directeur de la construction/responsable de la qualité, le responsable de la qualité du site est :

  • Responsable d'assurer la sécurité globale en prenant des décisions et des recommandations en matière de qualité, y compris les exigences sont mises en œuvre et la prise en compte de la sécurité et de l'environnement est une valeur fondamentale.
  • Responsable de la vérification et de l'approbation du plan d'inspection et de test du site (ITP) pour la portée, conformément à l'exécution du projet, à l'exécution de la construction et à la stratégie et aux plans contractuels.
  • Effectuer les activités de vérification, d'inspection et de témoignage requises par l'ITP approuvé. Déterminer la délégation du pouvoir d'inspection en fonction du scénario de risque, le cas échéant, en accord avec la direction de la construction, le coordonnateur de la construction et l'entrepreneur.
  • Coordination de l'inspection de la construction du projet avec les inspecteurs des codes de réglementation ou de sécurité avec le groupe d'ingénierie de construction et de terrain.
  • Établir une communication et une collaboration ouvertes avec le responsable de l'assurance qualité de l'entrepreneur général pour la bonne conduite des activités d'assurance qualité sur le site.
  • Examen et établissement des attentes en matière d'assurance qualité du MVR depuis la phase de construction jusqu'au chiffre d'affaires jusqu'à la mise en service et proposer des améliorations jugées nécessaires.
  • Soutenir la participation à la construction/IWP et aux visites finales uniquement pour les cas spécifiques nécessitant des examens d'assurance qualité pendant la visite.
  • Demander l'approbation appropriée en cas de dérogation pour les inspections et les tests « adaptés à l'usage » et récompenser les risques de surpoids.
  • Examiner et approuver les enregistrements de qualité dans les classeurs de chiffre d'affaires en temps opportun et suggérer une solution potentielle à toute lacune lorsque cela est possible.
  • Signaler et enregistrer toute non-conformité (NCR) en consultation avec l'expert en la matière (SME). Vérifier et accepter la disposition proposée pour la fermeture de la RCN. Fournir des commentaires au groupe des leçons apprises.
  • Examen des classeurs de chiffre d'affaires finaux du projet pour vérifier l'exactitude et l'exhaustivité des documents.
  • Audits progressifs des entrepreneurs pour vérifier le respect des exigences spécifiques du projet, de l'industrie et du travail.
  • Groupes de support comme la réglementation, le contrôle des documents, l'ingénierie de terrain, le chiffre d'affaires, l'ingénierie de projet et CS&U/RFO pour l'interface d'assurance qualité et la résolution des problèmes.


Exigences :

  • Un B.A.C avec au moins 10 ans d'expérience en contrôle qualité/assurance qualité de projets dans l'industrie de la construction est préférable. Expérience industrielle/pétrochimie et raffinerie.
  • Fort esprit d'équipe, souci du détail et compétences décisionnelles avérées.
  • Solides compétences en matière d'organisation, de priorisation et de gestion du temps.
  • Vos capacités à résoudre des problèmes, à contribuer à de nouvelles initiatives de qualité, à rechercher des améliorations continues et à tenir des registres précis seront la clé de votre réussite dans ce rôle.
  • Expérience dans l'audit de la qualité des systèmes et des projets.
  • Excellente compétence en communication et relation interpersonnelles.
  • Familiarisation avec les processus de chantiers de construction, d'inspection et d'audit qualité
  • Compréhension des normes (c.-à-d. ASME, CSA, etc.).
  • Maitrise du Français et Anglais serait un atout

**This role is based in Montreal, QC**

Scope of position:

The mandate is to fulfill the role of Site QA Lead in assistance to the Construction Manager and in close collaboration with the Quality Portfolio Director. The proposed candidate would report directly to the Construction Manager daily and would also get instructions from the Portfolio Quality Director.

Site Quality Lead mandate is to ensure that project quality management, quality plan, process, procedures, and standards are followed to establish contractors Inspection and Test Plans (ITP) to deliver safe and reliable construction as per approved design and engineering.

Safety code inspections are coordinated, test results are properly documented to support project turnover.


Responsibilities:

Reporting to the Construction Manager/Quality Manager the Site Quality Lead is:

  • Accountable to ensure overall safety in making Quality decisions and recommendations, including requirements are implemented and considering safety and environment is a core value.
  • Accountable for verification and approval of site inspection and test plan (ITP) for the scope in alignment with project execution, construction execution and contracting strategy and plans.
  • Perform the verification, inspection and witnessing activities as required by approved ITP. Determine delegation of inspection authority based on risk scenario, where required, in agreement with construction management, construction coordinator and contractor.
  • Coordination of project construction inspection with regulatory or safety codes inspectors with construction and field engineering group.
  • Establishing an open communication and collaboration with the General Contractor QA Manager for the proper conduct of quality assurance activities at site.
  • Review and establishments of QA expectations from the construction phase to turnover to commissioning and propose improvements as seen necessary.
  • Support participation in Construction/IWP and Final Walkdowns only for specific cases requiring QA reviews during walkdown.
  • Seek appropriate approval for deviation for “fit for purpose” inspection and tests and where rewards overweight risks.
  • Review and approve quality records in turnover binders in timely manner and suggest potential solution for any deficiency where possible.
  • Report and record any Non-Conformances (NCR) in consultation with Subject Matter Expert (SME). Verify and accept proposed disposition for closure of NCR. Provide feedback to Lessons Learned group.
  • Review of the final project turnover binders to verify correctness and completeness of documents.
  • Progressive audits of contractors to verify adherence to project, industry, and job specific requirements.
  • Support groups like Regulatory, Document Control, Field Engineering, Turnover, Project Engineering and CS&U/RFO for QA interface and issues resolution.


Qualifications:

  • Bachelor’s degree with minimum 10 years of experience in project quality control/quality assurance in the construction industry is preferred. Industrial/Oil and gas experience.
  • Strong team spirit, attention to detail and proven decision-making skills.
  • Strong organizational, prioritization and time management skills.
  • Your problem-solving abilities, contributing to new quality initiatives, striving for continuous improvements, and accurate record keeping will be key to your success in this role.
  • Experience in auditing the quality of systems and projects.
