The Professional Civil Engineer is responsible for the delivery of capital projects and the development, implementation and management of plans, policies and programs associated with the Engineering Department. This role will work closely with Project Management and Construction teams to support the execution of our FTTH expansion initiatives. This position is expected to provide the CEO and Project Department with strategic professional advice and lead the planning, coordination, and delivery of CityWest’s capital infrastructure requirements in current and future communities. The successful candidate will act as Engineer of Record (EOR) for civil telecom infrastructure projects and play a key role in permitting discussions with authorities, ensuring practical, compliant solutions are delivered on time and to standard. Duties and Responsibilities Perform site assessments, field visits, and inspections to support FTTH deployment, focusing on underground civil construction (ducts, handholes, conduits) and structure attachments (e.g., bridges). Serve as Engineer of Record (EOR) for civil engineering aspects of projects, reviewing and approving technical designs and documentation in line with EGBC and BC Ministry of Transportation and Infrastructure (MoTI) standards. Stamp and seal civil drawing packages for permit submissions and construction. Represent CityWest in discussions with permitting agencies, municipalities, and other stakeholders, advocating for practical, cost-effective engineering solutions that align with project goals and regulatory requirements. Provide technical support and engineering guidance to internal teams, consultants, and contractors throughout the project lifecycle. Contribute to design standards, process improvement, and infrastructure best practices. Maintain engineering records, documentation, and professional practice compliance in accordance with EGBC guidelines. Use a practical, solutions-oriented approach to balance regulatory, technical, and operational requirements. Performs other related duties as required. Required Education Registered Professional Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC). Experience and Qualifications 5+ years of experience in civil engineering (as a P.Eng), with preference for candidates experienced in telecommunications infrastructure, municipal services, or linear corridor projects. Demonstrated ability to review and stamp design packages for underground utility or telecom construction. Familiarity with MoTI permitting, structure attachment standards, and municipal engineering requirements. Strong interpersonal skills with the ability to represent CityWest in external meetings and collaborate effectively with permitting authorities and other stakeholders. Excellent problem-solving skills with a practical approach to engineering challenges. Proficiency with Windows OS and Microsoft 365 Suite (Word, Excel, Outlook, Teams, SharePoint, etc.). Valid B.C. Class 5 driver’s license Willingness to travel to project sites across the region. Preferred Assets Experience with bridge attachment design, aerial infrastructure, or FTTH civil deployments. Proficiency in AutoCAD and/or GIS-based design review tools. Knowledge of EGBC’s Professional Practice Guidelines related to infrastructure design, structure attachments, and underground utilities.
