The Program Manager, Heritage Resources, plays a key leadership role in advancing the City’s commitment to cultural heritage conservation and archaeological stewardship. This position supports the delivery of heritage initiatives in alignment with the Ontario Heritage Act, Planning Act, and the City’s Official Plan. As a subject matter expert, the Program Manager develops and implements policies, incentive programs, and capital projects that protect and celebrate the City’s heritage assets. The role provides technical expertise and guidance in the review of development applications, heritage designations, archaeological assessments, and conservation projects. The Program Manager leads the administration of the Heritage Property Tax Relief Program and identifies funding opportunities to support heritage conservation. The position also provides project management support for restoration and rehabilitation of City‑owned heritage properties, ensuring compliance with applicable legislation and best practices. Working collaboratively across departments, advisory committees, Indigenous communities, and external partners, the Program Manager promotes awareness and engagement in heritage conservation. The role also provides mentorship and performance feedback to a small team of heritage professionals, interns, and volunteers, fostering a culture of inclusion, professionalism, and continuous improvement. Qualifications Education A university degree in Urban Planning, Environmental Studies, Architecture, Cultural Resource Management, or a related discipline. A post‑secondary certificate or diploma in heritage preservation, museum studies, or architectural history is considered an asset. Professional Memberships Membership with the Canadian Association of Heritage Professionals (CAHP) is required. Additional memberships with professional associations such as OPPI, OAA, or the Association of Professional Archaeologists are considered assets. Experience Minimum of three (3) to five (5) years of progressively responsible experience in cultural heritage planning, conservation, or resource management, ideally within a municipal or public sector environment. Experience administering heritage permitting, incentive programs, and archaeological services is an asset. Knowledge and Skills Applied expertise in heritage conservation, archaeological resource coordination, and municipal planning processes. Working knowledge of relevant legislation including the Ontario Heritage Act, Planning Act, Municipal Act, and the Funeral, Burial and Cremation Services Act. Proficiency with AMANDA, GIS, and digital heritage mapping tools; familiarity with public engagement and cultural mapping platforms. Strong communication, negotiation, and project coordination skills, with demonstrated political acuity and sound judgment. Ability to work collaboratively with staff, Council, advisory committees, and community stakeholders. Additional Requirements Valid Class “G” driver’s license and access to a reliable vehicle for regional travel.
