osition Overview

The City of Burnaby (the "City”) is engaging a qualified consultant (the "Consultant”) to facilitate, develop, and support approval of a comprehensive IT Business Continuity and Disaster Recovery (BCDR) Plan.

The Consultant will work with City stakeholders to:

• Assess current-state readiness
• Identify and classify critical IT services
• Define recovery objectives (RTO/RPO)
• Document recovery strategies
• Establish governance, communication, testing, and maintenance processes

The Consultant shall render professional consulting services for the implementation of the City's IT systems and ensure transfer of knowledge and understanding of the system/software/hardware to required City staff.

During any phase of the contract where there is a requirement to implement changes into the production environment, the Consultant will follow the City's change request process.

Key Responsibilities

The Consultant will conduct interviews, consolidate and analyze existing documentation, and develop an executable IT BCDR Plan for IT-managed services and infrastructure at the City's key IT locations, including applicable cloud services.

Responsibilities include but are not limited to:

• Assess current-state BCDR readiness and capture requirements
• Consolidate and analyze existing documentation to identify critical services, dependencies, and gaps
• Identify and classify critical IT systems and services, including defining recovery tiers and priorities
• Define and validate recovery objectives (RTO/RPO) for critical systems and services
• Document recovery strategies and procedures for IT-managed services and infrastructure, including backup, recovery, and failover processes at key IT locations and applicable cloud services
• Establish governance, roles/responsibilities, escalation paths, and communication procedures aligned with future enterprise business continuity and emergency management/EOC practices
• Define testing scope and validate disaster recovery scenarios (site loss, partial service degradation, and recovery/failover) against agreed RTO/RPO targets
• Develop a maintenance process to keep the IT BCDR Plan current, including testing cadence, review cycles, and updates
• Enhance the prioritized recovery plan, system/asset inventory, and supporting diagrams
• Define communication mechanisms within IT to inform teams of their business continuity responsibilities during IT outages
• Assessment and planning for developing future data centers
• Design and execute DR testing exercises such as:
  • Tabletop simulations
  • Technical recovery tests (data, servers, applications)
  • End-to-end service restoration scenarios

Required Experience

• Demonstrated experience leading IT disaster recovery and business continuity planning engagements
• Experience preferably within:
  • Municipal/public-sector environments
  • Complex enterprise environments
• Experience developing approved BCDR/DR plans
• Experience designing, facilitating, and validating disaster recovery tests and exercises including:
  • Tabletop scenarios
  • Technical failover/recovery testing
• Experience documenting:
  • Test plans
  • Success criteria
  • Results
  • Remediation actions

Required Technical Skills & Certifications

• Business Continuity Professional (CBCP) or Business Resilience IT Professional (CBRITP) Certification
• Strong technical knowledge across:
  • Networking (routing/switching, SD-WAN concepts)
  • Identity services (Active Directory)
  • DNS/DHCP/NTP
  • Virtualization/servers
  • Storage
  • Backup/replication
  • Monitoring
  • Cloud recovery options (Azure)
• Ability to apply infrastructure, security, and cloud knowledge to:
