Commercial Projects Manager

  Position Purpose: Infrastructure Ontario is seeking a high-performing Commercial Projects Manager to join the Energy Infrastructure and Project Innovation (EIPI) team within the Capital Delivery division. In this role, you will lead and coordinate the delivery of complex infrastructure initiatives that support precedent setting government priorities across Ontario. Working at the intersection of strategy, execution and industry engagement you will develop strategies to support project design and implementation to advance public sector objectives and deliver lasting value for Ontarians. The successful candidate will combine strategic thinking, commercial acumen, and innovative problem-solving to address complex public policy and infrastructure challenges. Leveraging experience gained in the public and/or private sectors, you will apply data-driven analysis, sound judgment, and stakeholder collaboration to develop practical solutions and drive successful project outcomes. Motivated by public impact, you will help shape and deliver transformative infrastructure investments that strengthen communities and support Ontario's long-term growth.   What You Will Do: Lead the planning, execution, and delivery of current and future projects, including project strategy development, design, implementation and delivery. Ensure project outcomes align with client mandates, government priorities, and organizational objectives. Lead the delivery of key program workstream in support of program implementation, including developing and managing project plans, coordinating multidisciplinary teams and external advisors, overseeing contract performance, identifying and managing issues and risks, and engaging with service providers, government partners, and other stakeholders to achieve critical milestones and successful outcomes. Lead change management activities to support successful program and project implementation, including the development of transition strategies, stakeholder engagement plans, communications approaches, and adoption frameworks to enable sustainable outcomes. Develop strategic program and policy recommendations informed by stakeholder engagement, market intelligence, jurisdictional research, and evidence-based analysis to support government decision-making and program objectives. Translate strategic priorities into actionable delivery plans by establishing implementation approaches, governance frameworks, performance measurement strategies, funding models, and risk management mechanisms. Conduct research, analysis, and stakeholder engagement activities to assess market conditions, industry trends, jurisdictional approaches, operational considerations, opportunities, and risks, and translate findings into actionable recommendations that inform program development, project prioritization, and government decision-making. Provide strategic advice and thought leadership on program design, implementation challenges, and emerging issues, identifying opportunities to enhance program effectiveness, improve outcomes, and mitigate risks throughout the project lifecycle. Act as a liaison between contractors, industry stakeholders, regulatory agencies, and project partners to resolve deployment barriers, permitting challenges, implementation issues, and other risks that may impact project delivery. Synthesize complex information and analyses into clear, strategic recommendations, briefing materials, and decision-ready products for project teams, senior leadership, and client ministries. Build and maintain strong relationships with senior stakeholders and delivery partners, using sound judgment, negotiation, collaboration, and problem-solving skills to advance complex initiatives and achieve shared outcomes. Contribute to a culture of collaboration, innovation, continuous improvement, and service excellence, while supporting knowledge sharing and organizational learning across project teams.   Who You Are: We're seeking a professional who brings a combination of commercial acumen, project delivery expertise, and strategic thinking. You have: Demonstrated knowledge and expertise acquired through education and professional experience in infrastructure development, project delivery, commercial management, change management practices and project implementation approaches, or related fields. Demonstrated experience in program delivery and implementation within the infrastructure, energy, telecommunications, consulting, government, or related sectors, including procurement, contract management, project governance, risk management, budget oversight, and the successful delivery of complex initiatives. Demonstrated experience conducting market engagement activities and working with industry partners, government organizations, regulatory agencies, and service providers. Demonstrated experience identifying, assessing, and mitigating risks while effectively managing multiple priorities and competing deadlines in a dynamic environment. Excellent communication, presentation, and interpersonal skills, with a demonstrated ability to influence stakeholders, facilitate decision-making, negotiate agreements, and present recommendations to senior leadership. Strong critical thinking, analytical, and problem-solving abilities, including the capacity to synthesize information, develop sound conclusions, and defend recommendations under pressure. Self-motivated and results-oriented, with a strong work ethic, sound judgment, and exceptional attention to detail. Demonstrated ability to navigate ambiguity, exercise initiative, and advance complex workstreams with incomplete or evolving information. Professional designations or advanced credentials such as MBA, P.
Eng., PMP, or equivalent are considered assets.

We offer
a competitive salary range of $115,100 to $148,000 (P5 level), pay will align with skills, knowledge and experience of the candidate. This posting will close on October 5, 2026 at 11:59 pm.
