Position: Utility Locate Technician
 
Salary: $33.97 to $35.81/hr (2025 rates)
 
Union: IBEW
 
Reports to:    Supervisor – Water Management
Purpose of Position:
Reporting to the Supervisor – Water Management, this position is responsible for locating all underground infrastructure belonging to the Municipality of Lakeshore including but not limited to water, storm and sanitary sewers and streetlights.  This role will assess and coordinate the resourcing required to complete locates and manage timelines related to locates, as required. 
Qualifications:

Grade 12 diploma
Construction experience is an asset
Civil engineering diploma is an asset
Minimum of 3 years of experience in a related field
G Class driver's license
Water license would be an asset - OIT or Level 1.

Knowledge:

Demonstrated knowledge in civil engineering or construction.
Ability to read blueprints and engineering drawings
Ability to use mapping software programs, Dig Smart, i.e., ARC mapping, GIS.
Competent in Traffic Control Plan Set Ups, Book 7, O.Reg.213/91
Basic computer skills to retrieve and input information, email
Ability to research, read, interpret, and transcribe information from GIS, policies, legislation, and regulations
Ability to operate fax and photocopier and use of a field tablet
Ability and willingness to attend courses and learn new techniques and skills to remain current with industry standards
Competent in OHSA, the Municipality's health & safety policies and procedures, and any other relevant legislation and regulations
Good interpersonal, problem solving, and time management skills
Ability to communicate effectively with the public and contractor by use of tact, logic, and diplomacy
Knowledge of operating GPS equipment -3M Locator equipment.
Knowledge and training in damage prevention

Major Responsibilities:

Consult with municipal managers, lead hands, supervisor, contractors, engineers, building and other individuals regarding requests for locates
Respond to requests for utility locates including streetlights in a timely manner using locating equipment to determine the location of utilities.
Clean and perform preparation of worksite to ensure accuracy of locate markings
Assist in maintaining an accurate and complete list of infrastructure for asset management inventory purposes
Ensure that proper locates are done to protect the integrity of all underground infrastructure and to ensure the safety of all workers who may be at risk of injury due to damaged utilities during dig and excavation projects
Research, read and interpret drawings, blueprints, plans, sketches, and maps to determine the location of various utility pathways, easements, and corridors
Respond to work orders and requests for utility locates using various handheld electronic equipment and other tools to accurately locate and mark utilities with paint and flags
Retrieve and input data from various sources to accurately maintain an inventory data base and work order system
Provide information as requested to various departments to assist in repairs and maintenance projects and new development proposals
Always communicate respectfully and professionally and respond to inquiries of supervisors, lead hands and others within the department
Ensure that all equipment and tools are properly always maintained and available and ready for use
Recommend replacement and purchase of equipment as necessary
Follow all regulations, legislation, processes, and procedures to ensure that all Health and Safety standards are always complied with
Maintain a neat and organized workstation including any vehicle that may be assigned
Ensure excellent customer service is provided in accordance with all established procedures and work practices
Performs other such duties as assigned.

Work performed under the general direction of the Supervisor – Water Management, Manager - Water Management and Executive Director -Infrastructure with access to municipal policies, procedures, bylaws, and regulations.
Judgement is exercised and decisions are made within established predetermined parameters.

Environment

Works outside, sometimes in inclement weather.
Required to work in all weather conditions.
Driving around the municipality is required.

Control over Work Schedule

Hours of work 7:00 a.m. to 3:30 p.m. (40 hours per week); Monday to Friday
Overtime as specified in the Collective Agreement with IBEW Local 636
