Position Summary
The IWYE Senior Program Officer provides strategic and operational leadership in the delivery and enhancement of the Indigenous Women Entrepreneurship (IWE), Indigenous Women's Loan Fund (WELF), and Indigenous Youth Entrepreneurship (IYE) Programs. This role ensures programs are effectively managed, financially accountable, and aligned with organizational priorities and broader economic development goals. The IWYE Senior Program Officer streamlines operational processes, supports strategic planning, and contributes to policy recommendations that strengthen program outcomes.
The role also focuses on capacity building for IFI Business Support Officers and delivery partners, providing guidance and mentorship to enhance their effectiveness. Through strong stakeholder engagement and collaboration, the Senior Program Officer fosters partnerships that empower Indigenous women and youth entrepreneurs and advance sustainable economic growth.
Key Responsibilities
Financial Analysis and Reporting
- Lead IFI payment processing with accuracy, timeliness, and compliance.
- Prepare and manage budget forecasts for IWE, WELF, and IYE programs; monitor variances and recommend reallocations.
- Conduct monthly reconciliations and work with Finance to ensure data integrity and compliance with NACCA accounting policies.
- Oversee SharePoint administration for IWYE documentation, financials, and reporting, ensuring ISO 9001 compliance.
- Review IFI reporting submissions and provide feedback to ensure alignment with contribution agreements and funder requirements.
Program Operations
- Support IWYE program delivery across IFIs, including proposal reviews, application assessments, and agreement management.
- Monitor IFI activities and performance, offering guidance to ensure contract compliance and program effectiveness.
- Develop and maintain templates, tools, and process improvements to enhance program delivery and reporting.
Training and Capacity Building
- Train and mentor IWYE program officers on payment processes and SharePoint usage aligned with document-control standards.
- Provide training to IFI Business Support Officers on financial processes and reporting systems.
- Facilitate networking sessions and roundtables to encourage collaboration and shared learning among IFIs.
Strategic Planning and Organizational Support
- Contribute to strategic planning, evaluation of program goals, KPIs, and performance measures.
- Identify barriers to IFI access to pre-approved funding and recommend cross-departmental process improvements.
- Participate in organization-wide initiatives to support NACCA's strategic alignment and growth.
Stakeholder Engagement and Representation
- Maintain strong relationships with IFIs and external partners to support program sustainability.
- Represent NACCA at events and engagements to share program updates and promote awareness.
- Support planning and coordination of Indigenous women and youth activities at NACCA's Indigenous Prosperity Forum.
Other Duties
- Participate in additional projects as needed, with responsibilities agreed upon based on skills and organizational needs.
Qualifications
Education
- This role requires a University Degree in Indigenous Studies, Business Administration, or a related field.
- While a post-secondary education is preferred, candidates with a combination of relevant experience and education may also be considered.
Experience
- Minimum five (5) years of demonstrated relevant experience.
- Experience with accounts payable/receivable, including processing funding and expense claims management in financial software.
- Prior experience working with Indigenous communities and/or organization is preferred.
Abilities, Knowledge & Skills
- Skilled in contract development, NACCA program delivery, and cross-cultural competency.
- Advanced in MS Office (especially Excel), Power BI, and SharePoint; experienced in data analysis, reporting, and workflow optimization.
- Strong interpersonal skills, effective in both remote and in-person team settings, and comfortable presenting via MS Teams or Zoom.
- Exceptional at prioritizing tasks, meeting deadlines, and solving problems independently with attention to detail.
- Basic understanding of public/economic policy and adaptable to changing environments, with a proactive approach to meeting challenges.
- Knowledge of NACCA's role in delivering programs to IFIs.
- Basic knowledge of public and economic policy is considered an asset.
