For more information about the PSC, visit our website an Role Reporting to the Assistant Deputy Minister, Labour Relations Policy and Programs (LRPP), the Executive Director, Labour Relations & Occupational Health and Safety (LR&OHS) provides strategic direction and oversight for the development, implementation and coordination of corporate LR, Employee Relations (ER), and OHS policies, directives, programs and initiatives in unionized and non-unionized work environments across the Alberta Public Service (APS). The Executive Director role is accountable for overseeing the following LR&OHS Branch priorities:
Setting the corporate employer direction for LR and ER policy and program development, in alignment with legislative requirements and legal precedent. Leading Collective Bargaining and Essential Services Agreement negotiations on behalf of the employer and ensuring there are comprehensive contingency plans in place at a corporate level in the event of illegal or legal job action. Ensuring employer's interests are well represented and strategically positioned on behalf of the Crown in various forums including arbitration and quasi-judicial proceedings. Ensuring completion of workforce investigations in relation to the Respectful Workplace Policy and employer-initiated investigations are comprehensive, impartial, timely and in alignment with principles of natural justice and procedural fairness. Overseeing the provision of expert LR and OHS advisory services to client departments and the internal client department divisions Strategic Services and Public Agency Secretariat (SSPAS) and Client Service Delivery (CSD) on complex and escalated matters. Ensuring the Government of Alberta (GoA) OHS policy and program is in alignment with current legislation, standards and industry best practices.
The Executive Director, LR&OHS mentors and guides a team of senior management, specialists and administrative staff to deliver upon key LR & OHS branch priorities and organizational objectives. Qualifications: Your background includes extensive related senior management experience in human resources and labour relations, with proven strengths in leadership, organization capacity building, and stakeholder engagement. You bring demonstrated experience in strategic policy development, negotiations, collective bargaining, investigations, OHS program development and implementation, and varying dispute resolution forums. Broad knowledge of strategic human resource management practices, employment legislation, regulations and policies, understanding of the labour and employment, economic and political environment as well as understanding of evidence-based government decision making will also be essential. You also have a track record of working collaboratively with senior executive leadership and union representatives enabling progressive workplace environments and ensuring occupational health and safety (OHS) legislation and guidelines are implemented. Your exceptional communication skills, commitment to mentoring high-performing teams, ability to build relationships, combined with your expertise in navigating complex high-stakes negotiations, within unionized contexts will support your success in this role. A related post-secondary degree or equivalent education and experience will be considered. Salary This Executive Director position offers a biweekly salary range of $5,234.94 – $6, Depending on candidate qualifications a salary modifier may be applicable.
