The Energy Policy division is responsible for energy, mines, and minerals policy development and program design. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.

The Energy & Minerals Proceedings Management Branch strategically manages matters before the courts and tribunals, including responses to and resolution of matters brought against the department. PMB works closely with legal counsel and subject areas in the department to ensure the Minister's positions before adjudicators are consistent with law and government objectives in the public interest. The branch is responsible for timely production of evidence before courts and tribunals and within mandatory deadlines.

The unit is comprised of high-performing individuals that are responsible for developing solutions to address legal issues, litigation and settlement strategies for trade disputes, claims and Indigenous matters, against the Crown in right of Alberta, for the Department of Energy and Minerals.

Role Responsibilities

The Energy Policy division is seeking a dynamic and strategic leader to join the Energy & Minerals Proceedings Management Branch as Manager, Trade Panels. This role is critical in safeguarding Alberta's interests as litigation issues against the Crown grow in complexity and urgency.

Reporting to Director, Claims, the Manager, Trade Panels, oversees the development of litigation and settlement strategies for energy, mineral, trade, and Indigenous claims. You will provide clear, concise advice to senior executives and elected officials, while collaborating with Legal Services and other ministries to manage high‑stakes disputes. In addition to guiding policy development and risk management, you will mentor and support a team of professionals, ensuring effective leadership, resource management, and strong stakeholder relationships across government and external partners.

Your key responsibilities include, but are not limited to:

  • Leading litigation, negotiation, and settlement strategies for energy, mineral, trade, and Indigenous claims.
  • Providing strategic advice and briefings to senior executives, elected officials, and ministry leadership.
  • Collaborating with Legal Services and other ministries to manage complex disputes and ensure coordinated responses.
  • Developing and implementing policy options and risk management strategies to protect Alberta's interests.
  • Mentoring and coaching staff, fostering leadership development, knowledge transfer, and professional growth.
  • Managing fiscal and human resources to achieve branch objectives and ensuring effective use of resources.
  • Representing the Branch on committees and stakeholder forums, building strong relationships across government and with external partners.

Qualifications

Minimum University graduation in Law, Public Policy, Political Science, Business Administration, or Resource Management or other related field, supplemented by four (4) years of related experience in:

  • Litigation strategy.
  • Indigenous relations.
  • Policy development, international trade arbitration.

Related experience or education may be considered as an equivalency on a one for one basis.

The following will be considered assets:

  • Preference may be given to candidates with directly related work experience in energy, minerals, or trade dispute resolution.
  • Experience working on Indigenous litigation matters in the context of resource development.
  • Knowledge of applicable legislation and regulatory frameworks, such as the Mines and Minerals Act, Responsible Energy Development Act, and Alberta Stewardship Act.
  • Understanding of government decision making processes (Legislative Assembly, Cabinet, Treasury Board, Caucus, and committees).
  • Knowledge of commercial, financial, and economic evaluations related to resource development and litigation strategies.

  • 36.25 hours per week (full time) Monday to Friday.

Term of Employment:

  • This is a full-time permanent position.
