Kennedy House (KH) is a not-for-profit organization with a long-standing dedication to providing exceptional personalized care for youth in the Greater Toronto Area for over 50 years. KH started with an initial family-like group home in 1971 and currently operates several residential and community-based programs, for marginalized and at-risk youth, including:
- One residential program for adolescents in care;
- Three residential programs for youth and young adults living with developmental disabilities;
- A Day Treatment school program for youth struggling in the typical school setting;
- Kennedy House Youth Centre, a secure custody facility for male youth experiencing conflict with the law;
- Bailiff services to safely and securely transport youth experiencing conflict with the law;
- Kennedy House After School Program for children aged 4-13 in underserved communities throughout Scarborough; and
- Kennedy House Youth Shelter, for youth aged 16-24 experiencing homelessness.
KH works with youth to enable them to grow as individuals and contribute as members of the community. This is achieved by providing customized support and building trusting relationships.

POSITION SUMMARY
Reporting directly to the Assistant Shelter Manager and indirectly to the Shelter Manager or designee, the Housing and Program Supervisor is primarily responsible to coordinate, participate, and oversee the case management program. This includes assisting youth in securing housing. Additionally, the incumbent is responsible for the development of the monthly clinical calendar, ensuring there is a broad range of internal and external clinical programs to help support the youth in the development of life skills. The incumbent will also maintain on call support to the shelter on a rotating basis as well as oversee all donations for the program.
The Housing and Program Supervisor is expected to take an active "hands on" role and all tasks are to be performed both independently and within a team through the delegation of tasks where appropriate and by leading, guiding, monitoring, supervising and evaluating others to ensure maximum service delivery. The Kennedy House Youth Shelter is an emergency shelter in the City of Toronto for youth ages 16 to 24 that are homeless. Clients may self-refer in person or over the phone. The typical length of stay in an emergency shelter is intended to be of short duration and the majority of clients use this type of shelter only once before returning to permanent housing.
KEY RESPONSIBILITIES
- Takes on a leadership role in program delivery through an Anti-Racist, Anti-Oppressive, Client-centered, Housing-First lens.
- Ensures smooth, effective and efficient operations of the Shelter including responding to facility issues, client case management, client crisis, staff scheduling and Shelter programming.
- Ensures that staff meetings, youth meetings, and all other program structure and requirements operate consistently and effectively.
- Provides ongoing staff training, monthly supervision and performance reviews as needed. Coordinates, oversees and participates in case management, consultation, and Kennedy House Youth Services activities.
- Works in partnership with landlords and other agencies to ensure services are coordinated, treatment plans are current and intervention strategies communicated.
- Enhances the capacity of internal and external stakeholders to address homeless youth related issues.
- Oversees and assists with the planning and implementation of program enhancements. Promotes and implements harm reduction practices such as: safer substance use, sexual health and mental health.
- Develops and maintains accurate and confidential record keeping systems, in accordance with SMIS privacy guidelines, Toronto Shelter Standards and Kennedy House policies and procedures.
- Reviews documentation on a daily basis to have a clear understanding of all events.
- Ensures all documentation is completed promptly, accurately and distributed to the designated parties.
- Develops and maintains ongoing positive relationships with stakeholders and other community partners.
- Supports frontline staff during crisis and emergency situations (medical, safety, security). Participates in a rotational on-call schedule with duties such as: crisis de-escalation, advocacy and at times filling in a frontline shift last minute.
- Complies with the Occupational Health and Safety Act, applicable legislation, and workplace-specific health and safety policies and procedures
- Performs other duties as assigned
EDUCATION
Human Services, Child &Youth Care, Social Work, Youth Justice, Social Service Worker Child & Youth Worker/ Social Work Diploma or related Bachelor's Degree.
QUALIFICATIONS
- Minimum 3 years of experience in a supervisory role.
- At least 3 years of experience in a similar capacity working with marginalized youth facing mental health issues and addictions who are chronically homeless.
- Valid Class G Driver's License and clean Driver's Abstract is required
- Current (within 6 months) Police Check and Vulnerable Sector Search must be provided Certification in First Aid and CPR Level C
- Ability to exercise appropriate authority, leadership and direction.
- Competence in making and implementing decisions.
- Ability to assess performance of others.
- Ability to function independently within the framework of a team.
- Extensive working knowledge of mental health issues and addictions, including demonstrated experience applying harm reduction approaches.
- Knowledge of harm reduction practices: overdose prevention, safety plans, administration of Naloxone
- Demonstrated experience and ability to develop and maintain effective relationships with clients and partner agencies. Extensive knowledge of community based resources and supports.
- Demonstrated ability to plan, prioritize work and remain adaptable and flexible.
- Computer literacy in Word, Internet use, and Databases is an asset.
- Toronto Shelter Standards and WHIMS training is an asset
- Knowledge of other languages is an asset.
- Detailed knowledge of relevant legislation, agency policies, procedures and guidelines.
- Maintain all required immunizations and vaccines
