This position leads the development and implementation of the FireSmart program within the province. This includes working with residents, communities, First Nations, and other levels of Government to communicate, fund, and implement wildfire prevention and mitigation activities across the province.
Duties will include but are not limited to:
- Lead a multi-stakeholder Governance committee to set direction and priorities for the program within PEI;
- Act as the main point of contact for residents, neighborhoods, communities, the First Nation, program supports and jurisdictions;
- Collaborate and communicate with other FireSmart Canada Programs from other provinces, territories, and municipal, regional/provincial-territorial authorities to plan and deliver a multi-jurisdictional program;
- Manage outgoing grant funding for programming, submit grant applications and develop funding reports as required;
- Represent PEI on a FireSmart Canada working group to discuss program challenges and successes across Canada;
- Lead the recruitment and supervision of all FireSmart initiatives;
- Coordinate training for FireSmart personnel at Level 1 (Ambassador), Level 2 (NRP Specialist), and Level 3 (Advanced Home Assessor), ensuring compliance with recognized standards;
- Coordinate delivery of all FireSmart programs including introductory sessions for interested groups and Volunteer Fire Departments, as well as the Advanced Home Assessment Program, Neighborhood Recognition Program, Wildfire Community Preparedness Day, and community events;
- Implement quality control/assurance on FireSmart assessments and reports to ensure compliance with program requirements and standards;
- Work with the Forests, Fish and Wildlife team to provide forest fire suppression;
- Participating in training to ensure competency when operating on a fire suppression incident;
- Providing standby service on a scheduled basis;
- Ability to meet physical fitness standard on an annual basis;
- Provide technical advice on wildland fire prevention measures that may be completed on PEI including developing communications plans and community engagement;
- Engage with government and non-government organizations to promote wildland fire prevention;
- Participate in national and international committees and working groups on wildland fire prevention;
- Participate in on-going training related to mental health aspects focused on wildland fire and wildland fire responders;
- Participate in and seek new opportunities to attend webinars and information sessions related to mental/physical health, diversity and inclusion within wildfire culture;
- Advise Supervisor on policies that promote equity, diversity, and inclusion (EDI) within response teams and organizations;
- Other duties as required.
Minimum Qualifications:
- Related post-secondary degree and/or diploma (Bachelor of Science in Forest Management or Diploma from a recognized Forest Technical School, Bachelor of Environmental Science, Bachelor of Public Administration, or similar).
- Demonstrated equivalencies will be considered.
- Extensive experience in a related field.
- Project management experience (certificate as an asset).
- Knowledge about EDI principles and national/provincial framework.
- Strong interpersonal and communication skills.
- Must have valid drivers license (preference given to Class 1, 3 and 4).
- Successful completion of a Criminal Record check.
- Experience with public speaking, presenting and engagement.
- Basic Wildland Fire suppression.
- Strong planning, problem solving and organizational skills.
- Able to use information technologies (computers, mobile devices, etc.) including familiarity with presentation development tools, education programs and media applications.
- Willingness and ability to work evenings and weekends as required.
- Ability to obtain Wildfire Mitigation Specialist Certification (successful completion of CWMS Exam).
- Ability to annually achieve physical fitness standard for forest fire fighters.
- Valid First Aid and CPR certificates.
Other Qualifications:
- Successful completion of FireSmart training in roles levels 1-3 would be an asset.
- Successful completion of Train-the-Trainer for FireSmart Levels 1-3 would be an asset.
- Successful completion of or willing to participate in FireSmart Canada Program Coordinator (Level 4) training.
- Knowledge of the construction industry, building materials, and residential development.
- Completion of ICS 100, 200 and 300.
- Experience in FireSmart Canada and the Home Ignition Zone concept, structural vulnerabilities, and mitigation best practices.
- Knowledge of Wildland-Urban Interface and Wildland-Urban Interface Fire Behavior.
- Knowledge of forest practices, FireSmart Education and Wildfire Mitigation Strategies.
