Payroll Benefits Lead

BCIT"s Financial Services department is seeking a regular, full-time (1.0 FTE) Payroll Benefits Lead. As a member of the Payroll team, the Payroll Benefits Lead is responsible for the accurate processing, remittance and reconciliation of payroll deductions and benefit contributions, pension reporting and compliance, and a variety of related activities. Provides support and direction to the Benefits Associate and is responsible for the day-to-day operations of the Payroll Benefit functions.
Duties & Responsibilities
DUTIESANDRESPONSIBILITIES:
Supervision:
- Supervises the Benefits Associate by providing direction and guidance, monitoring training needs and performance, assisting Manager with performance appraisals, and ensuring staff is knowledgeable in all policies and procedures related to payroll, pension, and benefits.
- Develops and maintains a training schedule so staff can perform tasks related to their assigned payroll area.
- Provides input on associates' workload, breaks, and leaves, ensuring adequate coverage is provided to meet employees' needs.
- Ensures staff are aware of and adhere to established BCIT policies and practices.
Pension Operations:
- Reviews pension contributions monthly to ensure correct processing and makes adjustments as necessary.
- Prepares and submits pensionable service, salary and contributions reporting to Pension Corporation each pay period by the submission deadline.
- Calculates, prepares and submits service and earnings information and other forms and documentation to Pension Corporation.
- Prepares and submits segment/annual pension plan reporting for service, salary, and contributions to Pension Corporation by the submission deadline.
- Maintains comprehensive and current knowledge of pension corporation policies, procedures and practices
Benefits Operations:
- Prepares and submits reporting and payment to Canada Revenue Agency for statutory remittances by submission deadlines.
- Reviews monthly benefit amounts to ensure correct amounts have been processed. Prepares required billing reports and submits for payment to third party vendors.
- Reviews and processes the Employer Health Tax submissions.
- Ensure all bargaining unit employees pay the correct amount of union dues. Remits union dues collected and sends reports to the appropriate union monthly.
- Administers special programs such as the Canada Savings Bonds and the United Way campaign by making payments to third parties.
- May be asked to participate in the recruitment, selection and training of new staff.
- Ensures adequate coverage is provided to meet deadlines and respond to employee needs in a timely fashion.
Finance:
- Prepares required cheque/bill payments for all employer and employee remittances to third parties while meeting strict deadlines.
- Reconciles all benefit, deduction, statutory withholding and pension liability accounts to ensure all activities have been recorded correctly.
- Prepares billing details for Accounts Receivable unit each month to invoice external employers and agencies for employee benefits administered by BCIT on their behalf.
- Documents and deposits payments from employees and third parties for reimbursement of wages and/or benefits including WorkSafeBC, employee paid benefit premiums while on a leave, and/or salary overpayments. Prepares related journal vouchers.
Systems and Processes:
- Maintains benefits operations manuals.
- Monitors and advises on system deficiencies and makes recommendations for improvements.
- Participates in the planning and implementation of system changes that impact benefits.
- Tests system upgrades to ensure benefits transactions are managed correctly.
Miscellaneous:
- Acts as a resource to the Payroll & Benefits Associates by providing guidance, direction and support, determining and providing training as required.
- Acts as a liaison between the Payroll Associates, the Payroll Lead and the Payroll Accountant to support the needs of the Payroll function.
- Acts as a resource for all issues related to benefits and deductions, including responding to internal and external requests for information and resolving issues.
- Prepares monthly Statistics Canada reports as required.
- Ensures confidentiality and security of sensitive employee records and information.
- Participates in Records Custodian training and remains current with record keeping practices, policies and procedures (both BCIT and FOIPOP).
- Undertakes related duties as assigned, consistent with the job grade of this position.
Qualifications
QUALIFICATIONS:
Definition: The qualifications section for this job was developed using the approved job evaluation plan, agreed to between the BCGEU and BCIT. The qualifications represent the minimum qualifications required in the future (i.e. to be reflected in job postings) and do not reflect the incumbent's existing qualifications.
Education:
- Completion of Grade 12, plus a 2 year completion of a post secondary Accounting or related Business Administration Finance program, or the completion of the Canadian Payroll Association Payroll Compliance Practitioner (PCP) Program.
Experience:
- Two years of general experience plus up to four years of direct experience in business/accounting, including practical experience in a similar computerized payroll and/or benefits position.
Software/Computer Application(s) and Expertise:
- Intermediate to advanced proficiency in Microsoft Office software.,
- Strong Microsoft Excel skills, (including formulas, macros, pivot tables, etc.)
- Able to navigate competently in web-based systems/software.
- Previous experience with enterprise resource planning (ERP) systems.
Communication/Interpersonal Skills:
- Strong customer focus with demonstrated ability to deal effectively with all levels of staff.
- Excellent interpersonal, communication, problem solving and relationship building skills.
- Demonstrated ability to work independently and as part of a team.
Administrative Skills (e.g. prioritizing, minute taking, wp speed, etc.):
- Excellent mathematical and organizational skills with attention to detail.
- Ability to work to tight deadlines, establish priorities, use tact and discretion when working on confidential matters, and show initiative.
- Ability to input data rapidly and accurately.

Salary Range
Salary Grade 6: $66,284 - $71,964 per annum.
Additional Salary Information
External hires are initially placed at the minimum of the salary range with set progressions to the maximum as per the Collective Agreement. Salary prorated based on percentage and term of appointment.
