What you'll do
Payroll/Accounting
- Manages the reconciliation of payroll accounts with general ledger and other management reporting systems.
- Ensures adequate internal controls are present for payroll system.
- Analyzes and reports workforce and productivity levels and assists in the preparation of workforce and productivity budgets and standards by identifying new and existing activities and appropriate measurement standards.
- Participates/develops and implements accounting policies and procedures and maintains the policy and procedure manual for Payroll.
- Completes statistical reports such as the Business Payroll Survey (BPS) and periodic reports for finance and regulatory bodies. Responsible for developing/producing relevant and meaningful payroll and management reports.
- Responsible for providing all year-end audit support required by external auditors including working papers, supporting information and documents and responding to queries.
- Functions as lead for the financial period review preparations including payroll reconciliations and disbursements.
- Prepares corporate reports for benefits and labour; regularly coordinates and reports financial information to the Ministry of Health, HEABC, and other governmental agencies as required (i.e. Completes semi-annual (GEU) and annual reports (Health sector HSCIS, HBT, T4 WCB)).
- Manages all GL and other downstream interfaces.
- Ensures all combo edits and corrections take place as required.

- Participates in special projects such as Canada Savings Bond Program and United Way campaigns, by performing duties such as preparing written communication, identification and organization of tasks and payroll staff necessary to implement changes.
- Ensures all third party bills (HBT, 50/50, union) and remittances including self paid benefits are made as required.
- Ensures all retroactive and other adjustments are made in Peoplesoft.
- Ensures reconciliation of carrier statements.
What you bring
Qualifications
- University Degree and Professional Accounting Designation such as CA, CGA, CMA, plus as least five (5) to seven (7) years related experience with at least four (4) in a managerial position.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Human Resources - Payroll, Accounting & Benefits contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
Skills & Knowledge
- Demonstrated leadership skills.
- Comprehensive knowledge of generally accepted accounting principles including internal control and audit requirements as well as legislation, regulations, practices and guidelines.
- Demonstrated knowledge of collective agreements, applicable legislation and regulations.
- Thorough knowledge of information systems relevant to payroll including PeopleSoft.
- Ability to set priorities, manage own work activities and delegate tasks to achieve maximum efficiency.
- Understands the functional complexities of an integrated, multi-faceted Human Resource, Payroll and Benefits system.
- Uses broad knowledge and experience in human resources, payroll and benefits practices and related business processes.
- Demonstrates a commitment to beginning and/or continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.
- Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts. Salary Range:
$106,026 - $152,413/year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
