Major Responsibilities:

Reporting to the Program Manager, Transit Implementation, the Senior Planner Community Planning will be responsible for leading the delivery of complex planning issues related to the planning and implementation of transit projects and Transit Oriented Communities proposals to help achieve the City's planning policy objectives. In addressing these responsibilities, the individual will be required to:

  • Investigate, analyze and make recommendations to the City Planning Division and City Council on complex planning issues, applications and studies, including those related to transit infrastructure and transit-oriented development, both individually and as a member of a team of professional planners.
  • Represent the City Planning Division at Community Councils, Standing Committees and meetings with community groups, citizens, elected officials and other Divisions.
  • Lead and coordinate other planners and support staff to ensure efficient and effective delivery of planning services.
  • Develop and negotiate creative solutions to complex planning challenges in collaboration with other stakeholders and champion the city-buildings initiatives.
  • Engage the public and other stakeholders in the planning process and develop agreement in a multiple stakeholder environment.
  • Represent the City Planning Division on project specific inter-departmental and intergovernmental working groups and technical advisory committees.
  • Provide information and advice in response to enquiries from elected officials, representatives of Provincial/Federal ministries and other municipalities, other government agencies, consultants, stakeholders and the public.
  • Prepare, coordinate and/or review requests for qualifications/proposals, terms of reference and study designs to support planning, research and policy studies and transit projects.
  • Co-ordinate and oversee work undertaken by consultants on behalf of the City Planning Division to ensure that work is completed on time, within budget, and ensure the successful completion of required deliverables.
  • Mentor Community Planners, Assistant Planners and other staff within the Division and contribute to a progressive culture of innovation and excellence.
  • Maintain positive working relationships with other City Divisions (including Agencies, Boards and Commissions) as well as other levels of government and key stakeholders to foster effective partnerships.
  • Carry out special Community Planning tasks as assigned.
  • Prepare for, and act as an expert witness before, the Local Planning Appeal Tribunal and/or the Ontario Land Tribunal.

Key Qualifications:

Your application must describe your qualifications as they relate to:


  1. Post-secondary education in planning, or in a professional discipline pertinent to the job function, or any approved equivalent combination of education and experience.
  2. Extensive experience in the planning approval processes for large scale and complex development projects and in particular major transit projects, including reviewing and providing comments on plans and technical drawings.
  3. Extensive experience leading and delivering complex planning projects and studies in multi-disciplinary teams, with minimal direction, while balancing political, community and other stakeholder interests.
  4. Considerable experience undertaking community engagement and consultation.

You must also have:

  • Advanced knowledge of the Planning Act, the City's Official Plan, the Development Review Process, Provincial Policies and Legislation related to land use planning, as well as current regulations and evolving trends in the City.
  • Highly developed technical, analytical, verbal and written communication skills relating to planning matters.
  • Highly developed presentation, communication and interpersonal skills, to effectively communicate and interact with all levels of the organization, elected officials, the media and the public.
  • Superior political acuity, consulting, conflict resolution and negotiating skills to deal with the community, developers, other City divisions, and public and private agencies in complex, multi-stakeholder situations.
  • Excellent project management skills, as well as the ability to prioritize and complete multiple project assignments.
  • Ability to lead assignments demanding a high level of critical judgment and analytical thinking.
  • Accountability, innovation, adaptability and change management skills.
  • Proficient in a variety of computer software (e.g. Word, Excel, PowerPoint, web-based applications).
  • Ability to travel to various work sites across the City.
  • Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and all relevant regulations that apply to the job duties.
  • Eligibility for membership in the Canadian Institute of Planners.
