Job Summary
Reporting to the Associate Director of Asset Information Systems, the Manager of Data Analytics is responsible for managing and improving linear and vertical asset data, analytics, and digital platforms for Public Works. This role ensures accurate, timely, and integrated asset information across GIS, EAM/CMMS, and decision support systems to support lifecycle planning, risk management, and investment prioritization.
The Manager develops and implements data standards, analytics tools, and performance dashboards, transforming complex infrastructure data into actionable insights that enhance the efficiency, resiliency, and sustainability of operations across Public Works. This role leads predictive analytics, master data management, and digital modernization initiatives that enable data-driven decisions across the entire asset lifecycle.
Education
- Post-secondary degree in Civil Engineering, Geomatics, Computer Science, Data Science, or a related field is required.
- An equivalent combination of education, experience, and qualifications may be considered.
- Minimum of 7 years of progressive experience in municipal infrastructure, asset management, data analytics, or information systems, including experience in a leadership capacity.
- Demonstrated experience leading complex data systems and analytics programs in a public sector or large utility setting.
- Experience with data modelling, database management, and statistical or predictive analytics.
- Experience with enterprise data governance, metadata standards, information architecture, master data management, and integration between GIS, EAM, finance, and OT systems is preferred.
- Experience with AI/ML analytics, predictive failure modeling, or digital twin environments is an asset.
- Technical competence, understanding, and/or integration experience with application and information technologies in use at Niagara Region, including ArcGIS Enterprise, SQL Server, REST, Python, and FME.
- Strong knowledge of asset lifecycle management, condition and performance monitoring, and risk-based planning.
- Knowledge of infrastructure planning processes, service level reporting, and regulatory compliance is considered an asset.
- Knowledge of ISO 55000 principles, O.Reg. 588/17 requirements, and public-sector capital planning frameworks is an asset.
- Demonstrated record of strong people leadership, team advocacy, and staff delegation, empowerment, and development, along with results orientation.
- Advanced proficiency with GIS (ESRI products), CMMS/EAM systems (e.g., CityWorks, and/or Hexagon), and business analysis and visualization tools (e.g., Power BI, ArcGIS).Certified Engineering Technologist (C.E.T.) or Engineering Technician (C. Tech) in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is an asset.
- Professional designations such as, Asset Management Professional, GIS Professional and Project Management Professional (PMP) are considered an asset.
Responsibilities
Lead the development and implementation of enterprise data strategies and analytics frameworks to ensure high-quality, integrated asset information across all Public Works divisions. (20% of time)
- Develop and enforce data governance standards, ensuring integrity, accessibility, and consistency of asset information across systems.
- Establish and maintain a formal Asset Data Governance Framework, including metadata standards and authoritative data sources.
- Define and implement asset data lifecycle management strategies, including collection, validation, integration, and archiving, to ensure reliable, current, and complete asset data across systems.
- Translate long-term infrastructure goals into integrated data strategies and tools to enable informed planning and investment decisions.
- Lead predictive analytics, modeling, and performance metrics initiatives to optimize asset lifecycle management and risk-informed planning.
- Evaluate and recommend new technologies, analytical platforms, and methodologies to improve system integration, reporting, and data-driven decision-making.
- Align data and analytic initiatives with corporate asset management policies and department goals, and digital modernization programs.
- Promote and enable evidence-based decision-making across Public Works by ensuring effective use of analytics and digital platforms.
Manage the operation, integration, and continuous improvement of asset information systems, data workflows, and analytics tools. (50% of time)
- Manage and maintain asset information systems, including GIS, DSS, CMMS/EAM, and associated data registries, to ensure reliable, complete, and accessible asset data.
- Oversee data quality, validation, and assurance processes to maintain accuracy, timeliness, and compliance with standards.
- Maintain integration between asset systems, financial systems, GIS, SCADA/Operational Technology (OT), and enterprise reporting platforms.
- Manage the development and delivery of dashboards, reports, and data models to support internal clients and service partners.
- Conduct system audits, performance assessments, upgrades, and integrations to ensure alignment with IT governance and digital modernization plans.
- Provide the tools and applications to support asset data capture and field inspection, and ensure accuracy in performance, risk, and cost reporting.
Facilitate cross-divisional collaboration and alignment to ensure that asset data and analytics are effectively integrated into Public Works operations and planning. (15% of time)
- Act as the central point of coordination between Public Works IT, Corporate Asset Management for system operations, data governance, and analytics initiatives.
- Engage internal teams to ensure asset information supports operational needs, regulatory reporting, and investment planning.
- Lead initiatives to standardize reporting, dashboards, and self-service analytics tools for consistent use across divisions.
- Represent the Department in cross-functional initiatives, municipal benchmarking efforts, and regional data-sharing partnerships.
- Promote innovation, transparency, and efficiency in the delivery of analytics, reporting, and decision-support services.
- Ensure the quality, integration, and accessibility of outputs from the analytics team, enabling proactive management of infrastructure performance, risk, and cost.
- Lead change management activities to promote adoption of new tools, workflows, and analytics practices.
Manage people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (10% of time)
- Enable results with the organization's human capital strategy to foster employee engagement.
- Direct and provide leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
- Ensure alignment and coordination of activity and quality of output between teams under their direction.
